The Rizealand Football Federation (RFF) is the governing body of association football in Rizealand. It was founded on July 24, 1924 in Liberty City, Lothicania by the Rizealand Football League and Rizealand College Football Confederation for the purpose of encouraging the development of football in Rizealand and establishing uniform rules of play. It is a not-for-profit organization chartered under federal law. Since its founding, the RFF's membership has grown to include the Pro League, local youth leagues, and amateur football competitions. It is headquartered at the One World Plaza in Liberty City, Lothicania. The RFF is a member of the International Football Federation and its respective regional affiliate, the Pan-Asterian Football Federation. It is also a sport-specific member of the Rizealand Invictus Games Committee and the Rizealand Council on Sport and Athletics.
Structure and governance
Membership
The RFF's membership is composed of 160 clubs including sixteen professional clubs from the Rizealand Football League (RFL), twelve professional clubs for the Pro League, and 132 athletic clubs from the Rizealand College Football Confederation (RCFC). Although the clubs are members of the RFF, the clubs and their leagues are independent from the RFF. Because the RFL, Pro League, and RCFC each have their own disciplinary process for players and clubs and establish league-specific gameplay regulations, RFF's rulemaking ability is limited to an advisory capacity.
The RFF's members participate in the governance of the RFF at annual meetings of the RFF's General Assembly. While each club is represented by a voting delegate, voting procedures are organized by conference. The RFL's 16 clubs and Pro League's 12 clubs are organized into the Professional Conference while the RCFC's 132 athletic clubs are organized into the Collegiate Conference. No action can be taken by the RFF's General Assembly can be taken without a majority of both conferences, which guarantees the voting power of the professional clubs is equally weighted to the college clubs. During its annual meeting, the General Assembly of the RFF is responsible for electing the RFF's president, appointing members to the RFF's committees, approving changes to the RFF's charter or bylaws, and admitting new members.
Executive staff
The executive staff of the RFF are responsible for overseeing the day-to-day governance of the RFF. The President of the RFF is the chief executive officer and head of the executive staff. While the president is selected by the General Assembly at the annual meeting, the other members of the executive staff are appointed by the president.
