The Vodan (Anglic: Meeting) is the upper legislative house of Gelonia. It is an unelected house, and consists of one seat for each of the 256 recognized Clans of Gelonia, with membership determined from within the clan. This form of appointment leads to an indeterminate term, as clans chiefs may hold intraclan elections for appointment, appoint a representative, or assume the seat themselves. The Vodan is one of the few upper legislative houses that is larger than the lower house. Meetings of the Vodan take place at Vodan Palace, in Durnovaria.
It serves a limited legislative function, scrutinizing bills approved by the Bodadeg, providing analysis or amendments. It is typically unable to prevent the passage of bills approved by the Bodadeg, but can delay legislation before it reaches the King for royal assent. The Vodan's main function is the selection of the King; however, this is generally a purely ceremonial function as royal succession is hereditary and tied to the chief of Clan Rouanti.
