The Monarchy of Gelonia is the constitutional monarchy of Gelonia. The current monarch, and head of state is King Arthur XI, who ascended to the throne in 2012.
The monarch and their immediate family undertake ceremonial, official, and diplomatic duties for the state. In some instances, this includes political functions as the monarch remains the executive authority, though their royal prerogative is restricted by the constitution. Chief among the monarch's duties are their role as the commander-in-chief of the Gelonian Armed Forces, appointing and removing the Prime Minister, bestowing honors and awards, and veto by by retention of royal assent.
Constitutional role
The monarch is the head of state and commander-in-chief of the armed forces. Executive power is constitutionally held by the Monarch, though many daily government functions are handled by the appointed government. He can declare war and peace, negotiate and assent to treaties once passed by the Bodadeg, convene and close legislative sessions, call and postpone elections, and dismiss government and dissolve the Bodadeg. Any dismissal and dissolution of the Bodadeg must then receive a vote of no confidence from a majority of the Bodadeg. The Monarch holds veto power by the prerogative of withholding Royal Assent to a bill passed by the Bodadeg, but any denial of assent can be overturned by a two-thirds vote of the Bodadeg.
The monarch plays a key role in state ceremonies, and takes a major role in foreign policy.
The monarch and his immediate family are protected by lèse majesté laws.
Religious role
The monarch is nominally the leader of the Church of Gelonia, through the Chief Presbyter as the leader of the church's Grand Assembly. The monarch may serve as Chief Presbyter themselves, or appoint an individual to represent the monarch at the Grand Assembly. The Chief Presbyter does not exercise any power, nor governs the Church. Since 1988, the Chief Presbyter has either been the monarch, or the heir apparent or heir presumptive.
Succession
The Constitution utilizes house law of the House of Rouanti to govern succession to the throne. Since the reestablishment of the monarchy, succession has followed male-preference cognatic primogeniture. Succession is restricted to legitimate descendants of Arthur Rouanti, Duke of Lannionna (Arthur X in pretense) that are in communion with the Church of Gelonia. Other restrictions may prevent an individual from becoming monarch, such as failure to obtain sovereign's consent to marriage,
Regency
A 1986 amendment to the constitution sets guidelines for a regency, which is required when a monarch is a minor (below the age of 16), or mentally incapacitated, or incapacitated in such a way that prevents the monarch from fulfilling their duties. The Constitution dictates that the heir apparent or heir presumptive is to serve as regent in the event the monarch is incapacitated. If the heir is unable to serve as regent due to minority, or other defect, the first adult in the line of succession may serve as regent.
The monarch may temporarily delegate duties in physical absence from the country or in emergency situations, to their spouse, the heir and the first five adults in the line of succession. These temporary delegations may not last longer than 30 days.
Style
The constitution confirms that the monarch is the King of Gelonia, and shall be addressed His Majesty while the Queen consort is addressed Her Majesty (together Their Majesties). The heir apparent is provided the title of Duke of Oxonia following an investiture ceremony; however, the title is not automatically conferred upon the eldest son of the king.
Additionally, the monarch claims a series of titles that are not included in the roll of titles, often times for diplomatic reasons. Titles appearing in the official role of titles are currently held as a pretender, such as King of the Isles as ruler of Sasora despite the islands widely recognized as Latin territory.
In most instances, the King (or Queen) of Gelonia is addressed by the simplified title, The King (or The Queen). The monarch's full title is:
- By the Grace of God and the Constitution of the Monarchy, King of Gelonia, King of the Isles, Chief of the Clan Rouanti, and Chief Presbyter of the Church
Residences
The monarch's official residence in Oxonia is Kastell Roue in Oxonia. It is the site of most state banquets, investitures, and other ceremonies. However, the monarch's primary residence is Lugudunon Cartrefu, located outside of Oxonia.
