Alexandria-Prussia Higher Education System (APHES) is a central government agency in Alexandria-Prussia that oversees 20 central government-owned colleges and universities. The system is the third largest provider of higher education in Alexandria-Prussia and is 18th largest university system in the world. The system comprises of 20 central-owned schools, of which 14 are NCAA Division II and 6 are NCAA Division I schools.
The System is responsible for developing a strategy involving central government publicly owned colleges and universities; advocate for and manage funds for the universities and colleges within the system; and coordinate and implement higher education policies.
History
The Higher Education School Act of 1950 was pass on May 18, 1950. Its passage nationalized 12 colleges/universities in Alexandria-Prussia, that were either in extremely financial hardship or privately owned and failed to meet key metrics from being nationalization. In 1982 the Higher Education Reform Act was passed and established the Alexandria-Prussia Higher Education System and merged all colleges/universities into the system. However, all schools kept their own individual identities, administrative staff and enrollment requirements.
In 1980 it was announced that Middleton University and Polytechnic would join the system. As a result, this further expanded the strength and prestige to the system.

Governance
A 20-member Board of Governors oversees the system. Additional power is vested in the Councils of Trustees at the constituent universities.
Board of Governor's membership includes: four legislators, three students, HM the Queen of Alexandria-Prussia (or a designee), the Minister-President (or a designee), the Alexandria-Prussia Secretary of Education (or a designee), and 10 citizens appointed by the Minister-President and confirmed by the House of Lords.
The Board of Governors sets general policy for the System.
