With the appearances of otherworldly portals and increasing incidents of people disappeared into liminal spaces/transitional spaces between universes during the late 2030s and early 2040s, pre-Ascion governments and multinational conglomerates, guilds started to dispatch exploration teams, which resulted in foundings of clean, renewable energies. Many started to claim these portals and spaces as their own and harness those potentially-infinite energies.
[[File:DLA PORTAL.png|thumb|left|200px|Fukushima Portal, Ascion]]
In 2043, right after independence, the government of Ascion decided to merge all existing companies and agencies across the eastern hemisphere, centralizing them in hope to downsize all bureaucratic process and investigations to explore these portals and spaces, as well as the handling of enchanted resources and artifacts. The most recent acquisition was thee [[Fukushima Portal]], located in the town of Fukushima, in the state of Japan. The location was infamously known for its {{wp|Fukushima Nuclear Disaster|nuclear incident}} in 2011.
Although its radioactivity has fading over the decades, energies leaking from a portal inside the facility, presumably opened in 2037, made the radioactive levels increased back to dangerous levels, mutated local animals into eldritch-horror creatures, halted all explorations and investigations, which led into complete closure of the facility.

After the independence of Ascion, with increasing demand of renewable and clean source of energy, efforts to explore the facility was proposed by the DLA to the parliament, which was immediately approved. Three exploration teams were created a year later, each composed from a battalion of awakeneds and armed forces, equipped with safety artifacts. Few months later on December 9 2045, the portal was cleaned, and mapped thoroughly, and was acquired as property of the DLA. All team members were able to came out of the portal fully intact, although most of them were slightly injured because of the changing, random nature of the portal's insides. Also came with them were 10 people (2 japanese, 1 korean, 4 mexican, 3 caucasian) who went missing decades ago. These survivors were the only ones found alive in the portal, as others were found dead. They were taken into a DLA facility in Saitama for rehabilitation.

The DAA itself has two agencies underneath it; the Bureau of Anomaly Investigation or 異常現象調査局 (Japanese: Ijō Jishō Chōsa Kyoku), and the National Institute of Anomaly Research or 国立異常研究所 (Japanese: Kokuritsu Ijō Kenkyūjo). While the BAI uses legal approach, NIAR uses academic approach to these matters; including archiving historical records of liminalities from pre-Union governments.
