It was formed between Belfras, Mutul, and Sante Reze in November of 1932 following the devastating Belfro-Mutulese War of 1928. Other member states joined over time, shifting the focus of the organization from maintaining the cold peace between Belfras and Mutul to opening diplomatic channels and establishing treaties between the nations of Oxidentale and Norumbia.
