The First Beiter cabinet formed the federal government of Besmenia from March 13, 1980 to October 10, 1981. After the 1980 Besmenian federal election, the Free Besmenian Citizen's Party and the Social Democratic Union formed a minority government that could not rely on its own parliamentary majority.

On June 19, 1981, the Cabinet's draft budget was rejected by the majority of Federal Chamber deputies. As a result, Beiter declared that he wanted to bring about new elections. On June 22, 1981, the Federal Chamber was dissolved by Federal President Erwin Pohl following a proposal from the federal government.
