Since 1586 when West Phoenicia became a nation they have continued to have a parliament. The first unicarmel parliament sitting was held on the 1st of March 1586, and had the representation of two senators from each of the 10 original states that unified to form West Phoenicia under the leadership of the Monarch.
From 1586, parliament has grown and splintered into a bicarmel parliament with representation from all 53 city-state.
West Phoenicia is a liberal democratic, federal constitutional monarchy, headed by a sovereign Monarch. The Monarch retains significant executive powers, however the monarch is bound by the West Phoenician Constitution, but they have a significant amount of control in the running of the government if they desire it, but pass the responsibilitiesonto the Prime Minister. The royal family more than a ceremonial Head of State.
The bicameral parliament is the legislative branch of the central government of The Confederate Empire of West Phoenicia.
Parliament is made up of democratically-elected representatives from West Phoenicia. That are elected from the 14 political parties, currently registered.
The Senate and the House of Representatives make up the government.
The members of the House represent electoral divisions or districts across the Empire. The House of Representatives follows a Multiple non-transferable vote also known as plurality-at-large. It is a non-proportional voting system that elects three representatives from each province within each of the 53 city-state. They serve for a period of 4 years in the House of Representatives. There number in total is 1590.
West Phoenician senators are elected under the single transferable vote system of proportional representation.
Two Senators are elected from each of the 53 city-state of West Phoenicia.
Senators serve for a period of 6 years.
There number in total is 106.
Parliament
The Prime Minister chairs the House of Representatives and the President of the Senate chairs the Senate.
Both positions are for 4 year terms by their party; they have the ability to be re-elected.
The royal family approves each law that the government wishes to enact. The Veto Power Act of 2015 allows the Crown, 10 vetos per session.
The royal family has the power to veto any Prime Minister, Minister or Judge for the West Phoenician court system nomination they feel is not suitable for the nation.
To vote one must be a West Phoenician citizen, not incarcerated and 16 and over.
The West Phoenician Government has broad national powers. Among other things, it administers laws in relation to defence, national police force, immigration, foreign affairs, national healthcare, trade, postal services and taxation.
Each of the 53 city states have their own unicameral parliament of 21 sitting members. The members are elected for 3 year terms and are chaired by a Governor.
Ministry cabinet positions are delegated by the Prime Minister with approval needed from the royal family. The current government ministry is selected from members of the Coalition based on merit and seats won.
