The speaker of the House of Assembly is the presiding officer of the Heavenfall House of Assembly, the lower house of the Congress of Heavenfall. Unlike other assemblymembers, the speaker is expected to be impartial in their decisionmaking.

Speakers are elected following the opening session of each Congress, but before assemblymembers are sworn in. The current office-holder is Andrea Moreno, who assumed the position on 1 April 2168 during the first session of the 41st Congress of Heavenfall.
