The House of Owls[1] is the upper body of the Congress of Heavenfall, with the House of Assembly being lower body. Together, they comprise the bicameral leguslature of Heavenfall with the power to pass or defeat legislation. The House of Owls has exclusive power to confirm presidential appointments (except to the House of Owls), try cases of impeachment brought by the Assembly, and ratify treaties with foreign governments. Additionally, the House of Owls must approve of presidential declarations of war or emergency within 60 days for the president to maintain expanded powers.
It meets on floors 445 to 450 of Angel's Dome.
Composition
Since the passing of Amendment 20 to the Constitution of Heavenfall in 2146, the House of Owls comprises:
- 7 Owls appointed by the House of Assembly, with the term of office for life
- 5 Owls appointed by the president, with the term of office for life
- 5 Owls appointed by the Supreme Court and Constitutional Court assembled, with the term of office for life
- 3 Owls appointed by Highsea, with the term of office for life
- 3 Owls appointed by the Sunken City, with the term of office for life
- 2 Owls appointed by Vilmitan, with the term of office for life
- 2 Owls appointed by the wings assembled, with the term of office for life
- 2 Owls appointed by the townships assembled, with the term of office for life
- 1 Owl appointed by the Green Valley Corporation for ten‑year terms
- 1 Owl appointed by MX Construction for ten‑year terms
- 1 Owl appointed by Freud Entertainment for ten‑year terms
