The Principal Committee on Rules and Estimates, or more commonly, the Rules Committee or Estimates Committee, is a committee of the Heavenfall House of Assembly. It is responsible for passing appropriation bills and for setting the rules under which bills are presented to the Recommendations Committee and to the House of Assembly. The committee is often considered one of the most powerful committees as it influences government expenditure and the introduction and process of legislation through Congress.
