The Zanarite commonwealth is an economic and military union of independent nations that all recognize the Kotonashi of Zanaro as the head-of-state. The only nation where the Kotonashi has actual authority is in the Koto'Ara of Zanaro, all other nations the Kotonashi represents the unity of the commonwealth and has no direct authority.

History
The Zanarite Commonwealth was founded during the liberation of the South-Eastern Nori states from Liran colonial powers. To ensure the security and safety of foreign agressors all states that were liberated by Zanaro were brought into the newly formed commonwealth on a temporary basis. The goal was to help these nations recover and become self-sustainining. After a fifteen year period all member nations would be given the choice to either separate from the Commonwealth, or to seek permanent membership in the Commonwealth. The initial nations that sought to maintain Commonwealth membership were; Ashahieru, Choclyic, Ositijan, and Redacres. Two of these nations; Ashahieru, and Ositijan would later request to become full members of Zanaro instead of being part of the Commonwealth. Redacres and Choclyic would remain as members of the Commonwealth, enjoying the amount of freedom provided by it and the security inherent with remaining in an alliance with a nearby power.
Structure
The Zanarite Commonwealth is led by the Commonwealth council which consists of three representatives from each of the member-states. Each member-states dictates independently how these representatives are selected. From amongst these representatives a Secretary of the Commonwealth, and a Secretary of the Defense of the Commonwealth are selected through a nomination and voting system. The Kotonashi of Zanaro, or an appointed representative of the Kotonashi oversees all meetings of the Commonwealth Council but it's not eligible to vote except in cases of a split vote.
Secretary of the Commonwealth
The Secretary of the Commonwealth is the head of Government for the Zanarite Commonwealth and is in charge of starting and ending all meetings. The precidence of the meeting is the same as used in the Koto'Ara of Zanaro, save with the Secretary of the Commonwealth acting as the Voice of the Kotonashi. The Secretary of the Commonwealth also helps to ensure order is maintained at all council meetings.
Secretary of the Defense of the Commonwealth
The Secretary of the Defense of the Commonwealth, or just the Secretary of Defense, oversees the interaction and intercommunication between the military forces of the Zanarite Commonwealth. They work directly with the Commonwealth Security Council which consists of the Commander-in-Chief of each nation, and the heads of each member-states military branches.
Commonwealth Council
The Commonwealth Council consists of three representatives from each of the member-states of the Zanarite Commonwealth. The Council is charged with the creation of international trade, agreements, alliances, and aggressive wars. It also exists to foster growth and communication between all member-states, as well as create regulations to be carried out by the member-states. These regulations do need to be submitted to the national rule making body of each member-state to attain approval. If any member-state did not approve the measure it does not pass. In the case it does pass then the regulation shall be signed into official regulation by the Kotonashi of Zanaro.
