Administrative divisions of the Miersan Federation are structured into a three-tier system, comprising of voivodeships, powiats, and municipalities.
Voivodeships
West Miersa is officially divided into seventeen voivodeships (Miersan: województwo), of which nine are entirely or partially under the control of the West Miersan government. Under the West Miersan constitution, the voivodeships officially have extensive powers over education, healthcare, social assistance, and infrastructure, but in practice, their authority has been curtailed by the central government to such a degree that they rarely exercise their powers independently.

Powiats
Below the voivodeships are the powiats (Miersan: powiat, pl. powiaty), which is the equivalent to a county or district. There are 145 powiat in Miersa, of which 70 are under the administration of West Miersa. While historically, the powiats have had responsibilities over policing, road maintenance, and on chartering towns, with the de-facto reduction of provincial powers, in conjunction with modern technologies, the powers of the powiats in West Miersa have been largely transferred to either voivodeships or to the municipalities, to such a degree that the powiat are now mostly ceremonial.

Municipalities
Below the powiats are the municipalities. As the constitution delegates both powiats and municipalities to the voivodeships, the powers that each municipality has is delegated by the province, and the powers received by the municipalities can vary between provinces and even between municipalities.
