The chancellor of city affairs, officially the chancellor of city affairs and intercity affairs for the Free City of Heavenfall, also referred to as the chancellor of Heavenfall, is the head of government of Heavenfall. The chancellor is the presiding officer of dual sessions of Congress, advises the president regarding congressional matters, and enforces intercity policies. The chancellor is appointed by Congress with approval of the president.
The modern office of chancellor succeeded the weaker offices of secretary of city affairs and secretary of intercity affairs, which themselves succeeded the stronger office of chancellor of Heavenfall.

Under the Constitution of Heavenfall, the chancellor was appointed by Congress. A member of the House of Assmebly, the chancellor was typically the leader of the ruling coalition.

Secretary of City Affairs (2152-2172)
After the passing of Amendment 32 to the Constitution of Heavenfall, the office of chanecllor was abolished. Subsequently, president Lynnestrom Tran established the executive Department of City Affairs and Department of Intercity Affairs, with the departments' respective secretaries being appointed by the president with approval of the House of Owls. These secretaries adopted many of the duties of chancellor. The following list only covers secretaries of city affairs as it was the more senior office.

Chancellor of City Affairs (2172-present)
After the passing of Amendment 41 to the Constitution of Heavenfall, the office of chancellor was reestablished, under the title "chancellor of city affairs and intercity affairs for the Free City of Heavenfall". The chancellor is nominated by the Joint Committee on the Appointment of the Chancellor from among members of Congress, and, following approval of the president, is appointed by a majority of Congress.
