The Constitutional Court of the Free City of Heavenfall is the highest constitutional court in the judicial system of Heavenfall. Comprising of 21 lord justices, it is the only court in Heavenfall to exercise judicial review. The Court does not hear appeals. The cases on the Court's docket are chosen by the Lord Chief Justice, either because the case concerns a constitutional matter or the case was referred to them by the Supreme Court, Department of Justice, or by the supreme courts of devolved localities. In practice, the Lord Chief Justice chooses only such cases if one-third of the Court's Lord Justices wish to hear it. While de jure the Court has jurisdiction over all legal matters of Heavenfall, they de facto only practice jurisdicton over constitutional cases.
