The Health Services Administration, also referred to as the HSA, is a government health insurance agency in the Empire Of Makko Oko under the directive and control of the Ministry Of Health & Wellness. Its mission is to provide and administrate the universal healthcare program of the nation mandated by the Life Security Act.
History
The HSA was formed to manage MakCare after the original enactment of the Life Security Act, and that was the agency's sole duty until December 2023 when the new Minister of Health Ada Paquette expanded the HSA to also become the enforcer of quality of the health services in the nation, enforcer of medical data protection laws, among other topics.
On March 31st, 2023, the prohibition on private insurance was lifted through a revision to statute. CARES Tax was also replaced by Insurance Tax.
Organization
MakCare
MakCare is Makko Oko's government universal healthcare program launched in July of 2022 on the same day as the founding of the Health Services Administration. MakCare is offered and provided to all citizens of any age within the nation, and under the Life Security Act, all citizens must have health insurance or face potential prosecution.
The idea for MakCare was created by Emperor Conall Solis who believed in the idea of universal healthcare for all, and in addition, the welfare budget sat unused and for a time didn't even exist. Given the high taxes and large reserves, the Emperor enacted the Life Security Act on July 5th, 2022, which officially established both the agency and MakCare.
Multiple plans of MakCare are offered to citizens, the most basic and cheap of which, the Limited Services Plan, not expressly providing dental and vision services for $2,400 SLO's a year. The most expensive of the plans, the Premium Services Plan, offers 3 free medical tests a year and only a $500 deductible.
Phoenix Islands Care
Prior to the revision of the Establishment Act, on November 26th, 2022, SAGPI Chief Marcella Debose enacted the Phoenix Healthcare Act to bring into effect and authority, the MakCare health insurance system. After the Establishment Act was revised, however, MakCare became a solely national affair and thus the Phoenix Islands' MakCare was abolished.
GovCare
GovCare is the government employee health insurance program of the Health Services Administration that was launched the same day as MakCare. GovCare is uniquely separate from MakCare, but is considered to be a portion of its operations. GovCare offers unique benefits separate to that of MakCare, and an entirely free health insurance plan named the Veteran Services Plan is available to former government employees.
GovCare is available only on the mainland, and it cannot be obtained in the Phoenix Islands, nor do SAGPI government employees qualify for it. Only national government employees can take advantage of the insurance.

Publications
MakCare Public Claimants Report
The Health Services Administration releases a "Public Claimants Report" once a year detailing benefits paid out to MakCare recipients including surgeries, emergency care and international services. The data in the report is fully anonymous, only detailing benefit type and the month it was issued. The report aims to detail how much money is spent on MakCare members' benefits in a single fiscal year, helping to determine if funding needs an increase, decrease or no change.
MakCare Network Visit Report
The Health Services Administration releases a "Network Visit Report" once every 6 months detailing anonymized hospital discharge reports. The data is used by the HSA and other agencies to try to detect fraudulent claims to MakCare benefits.
