The Great Conference on the Fate of Heavenfall, commonly known as the Fate Conference, was held in Heavenfall over 6 months from September 2159 to February 2160 to discuss matters related to the "fate, future, and destiny of the Free City, especially in regards to upholding ideals of equality, fraternity, and order." The conference was called by President Cecily Ishiguro during her 2158 New Year Address by invoking her powers under Section III Article 9 of the Heavenfall Constitution. After nearly two years of preparation, the conference was opened on 10 September 2159 by Ishiguro and closed on 29 February 2160 by Vice President Arturo Velázquez.

Composition

Under Ishiguro's decree, every Cabinet official, assemblymember, Owl, Lord Justice, Supreme Court justice, and subcity lord secretary were mandated to attend, at risk of suspension, unless excused for medical or other reasons. Invitations were extended to various other people as delegations of certain interest groups, such as the military, organized labor, academics, former presidents, former chancellors, and others. When the Conference convened in September, there were 23,459 voting members, with an additional 250 non‑voting observers.
