Heavenfall, officially the Free City of Heavenfall, is an island city-state located in the Atlantic Ocean, off the eastern coast of North America. Heavenfall is composed of three cities, officially subcities: Highsea, the Sunken City, and Vilmitan. The country also consists of four wings, four townships, four island preserves, and one special administrative district.

Government and politics

Administrative Divisions

The administration of Heavenfall is split between the national government and various local bodies. Heavenfall is divided into the three subcities of Highsea, the Sunken City, and Vilmitan. Each subcity elects their own lord secretary and city legislature. Highsea and the Sunken City are subdivided into boroughs. In Highsea, each borough is headed by a prefect appointed by the subcity's government, while in the Sunken City, each borough is headed by a borough captain directly elected by the constituent population. A prefect or captain serves alongside a locally elected council. However, there are some exceptions to this system. The Highsea borough of New Brookyn elects their own governor, while the borough of Fort Christian is led by the king of Denmark. In the Sunken City, Bonifácio and Eunseog has two co-captains, traditionally Brazilian and Korean, the Freud District is led by the board of Freud Entertainment alongside an elected council, Punktown has no captain, and Senomizu elects their own governor. In Vilmitan, each subdivision is an arrondissement headed by a locally elected council and either a mayor or general appointed by the national Vilmitan Peace Commission.

Heavenfall is also divided into the wings of the East Wing, Liberty Wing, Union Wing, and West Wing that all elect their own commissioner and local councils, which together make up the Council of the Wings. Heavenfall is also divided into the townships of Bagong Baguio, Floodwater Island, Laluan Emas, and Obamaton. The townships elect a shared mayor and their own respective mayors, who together comprise the Council of the Townships.

Angel's Dome is a seperate administrative district of Heavenfall and serves as the heart of Heavenfall government and commerce. The Iplier Islands, consisting of Chica Island, Fischbach Island, Nelson Island, and the Nestor Isles, are four seperate nature preserves of Heavenfall. Angel's Dome and the Iplier Islands are governed directly by the national Heavenfall government.

Coordination between local governments was handled by the Department of Intercity Affairs from 2152 to 2172 until it was absorbed into the Department of City Affairs headed by the chancellor.
