Marshal Justyne A. Monroe (sometimes stylized as Fleet Admiral Monroe) was a Seran military officer born on June 2nd, 1876, and quickly emerged as a distinguished figure in the Seran Navy, eventually rising to the esteemed rank of Fleet Admiral. Her appointment to the position came at the request of Prime Minister Hargreaves who noticed her stellar service record and was "impressed" by her interview for the position. Notably, Rear Admiral Malcolm C.A. Normandy was also vying for the coveted position, however Prime Minister Hargreaves and the Seran Parliament decided upon Monroe instead. This resulted in a rivalry between the two legendary naval officers, but never progressed into hostility.
At the time of her appointment, she became the youngest Fleet Admiral in Seran history at the age of 49 years old. Later, at the outbreak of the Seran Secessionist War in 1920, Justyne quickly advised the Executive's office of the necessity of protecting Sera's southern fleet and ports from the secessionists. The Prime Minister ordered Justyne to instead consolidate the Federal Navy in the Jade Strait to prevent a naval invasion on Kito'Bahari, leading to a devastating loss of several unprotected Southern ports and later, states to the secessionists. Later, Justyne was given more leeway to act on military matters by High Chancellor Zuri Tu'Aruc.
As she commanded the Federal Navy during the war, she proved herself more than capable of retaining the job and protecting Sera's interests. She played a pivotal role in bringing about the destruction of the Secessionist Navy and helped secure shipping and naval operations during the war effort. After the war, Justyne remained in the navy and continued to hold the position of Naval Marshal and helped institute many of the Seran naval traditions and policies that are still in effect today.
