The Treaty of Avelon was signed on 14 August 1993, between Halland, Nuxica, Cassier, and Eldmark in Avelon. It marked the end of Cassien Neutrality and the creation of NVO. The treaty was largely motivated by the Haillet's crisis' aftermath, with the re-emergence of Narozalican international presence beyond Euclea. It entered effect the following month.

The treaty agrees upon a significant increment in military cooperation between the four parties, providing for the organization framework of an integrated coordination for supply and operation of the four powers' armed forces in a cohesive manner. The treaty established the creation of a mutual defence organisation, the complete integration of aeronautical and naval high commands and extensive cooperation between intelligence agencies.

The treaty was preceded by the Treaty of Mutual Guarantees written in 1979 following the UNNAMED WAR against Chistovodia. Historical resistance for further cooperation between Halland, Nuxica,and Eldmark was surpassed following the latter's democratisation process in 1990. Following the treaty's ratification and the creation of NVO, the Saint Picano Conference in 2001 further increased intelligence integration through shared access to the four countries' satellite networks.

While a military agreement, the treaty of Avelon is considered by many scholars the turning point of Nuxo-Hallandic relations beyond pragmatic cooperation. Following Nuxica's democratisation process and the signing of the treaty, the four countries, with a cohesive foreign policy, have taken significant steps towards cultural, social and economic cooperation through other treaties and organizations, most notably ASTRA.
