The Imperial and Federal Navy (R.u.B Kriegsmarine) is the branch of the Imperial & Federal military responsible for operations in interstellar and intrasystem space. The R.u.B Navy is one of the largest forces available to direct Imperial & Federal command, as control of the space lanes is vital to the survival of an interstellar state. Without a fleet to control the space lanes of a state, interstellar trade would grind to a halt, lines of communication would be cut, and the state will inevitably collapse. Thus, the control of space lanes that the R.u.B Navy provides is considered to be of the utmost importance in the continued survival of the Imperial and Federal Union in any form, and the Navy is always a high priority when it comes time to discuss the R.u.B budget. In addition to this defensive mission, the Kriegsmarine is the first tool of the Union when it comes to making a statement or projecting power. Indeed, in order to deploy units of the Common Army, it is first necessary for the Kriegsmarine to secure the surrounding space. Thus, when a crisis arises, it is to the warships of the Imperial & Federal Navy that the eyes of the Emperor turn to. Of course, the Navy lacks any significant ground forces, possessing only a few units of special operations forces, combat engineering personnel, and guards for ships, stations, and bases. This lack of land combat power was a deliberate decision, as separating the responsibilities of Army and Navy enables both of them to focus on their primary duty, rather than become distracted by attempts to infringe on other responsibilities.

Ships and stations of the Imperial & Federal Navy are marked with the prefix Seiner Majestät Schiff (SMS).

History

Structure

The Imperial & Federal Navy has three great divisions in order to properly administer itself, as well as operate in a coordinated fashion across the entire expanse of Imperial space. The divisions are the Naval General Staff, the Chancellery of the Navy, and the Grand Fleet. The general duties of these three divisions can be simplified to planning, administration, and operations respectively.

General Staff

The General Staff serves as the high command of the R.u.B Navy, and while the officers of the General Staff do not have direct command of operational forces they are responsible for the grand strategy and planning of naval operations. From their headquarters at the Gateway Fortress, the Naval General Staff bears responsibility for general fleet deployment, development of strategic war plans, contingency operations, and strategic intelligence analysis. The General Staff also bear the responsibility for advising the Emperor and his Councillors in the capabilities of the Navy to ensure the foreign policy commitments and policies of the Union do not exceed the Navy's capabilities.

The General Staff is theoretically subservient to the Admiralty, and is technically a part of the First Star Lord's office. Indeed, the First Star Lord remains as the President of the General Staff. However, in actuality, the General Staff exerts a great degree of independence from the Chancellery of the Navy, and the Naval Chief of Staff--although appointed by the First Star Lord--acts with limited control from the Chancellery, when it comes to developing war plans, and making requests to the Chancellery for new equipment or logistical support.

Chancellery of the Navy

The Chancellery of the Navy--also known as the Admiralty--is responsible for the administration of the R.u.B Navy, and it maintains offices across the entirety of the Union. Unlike the General Staff and Grand Fleet, the Chancellery of the Navy maintains its primary offices in the Federal capital of Auxminster. As the primary body for the administration of the Navy, the Chancellor of the Navy often addresses the Federal Diet, Imperial Council, and the Privy Council on the financial and other needs of the Navy, in addition to any other areas that are of relevance to the government and the Navy. For purposes of administration, the entirety of the Imperial and Federal Union is broken up into Naval Districts, which are generally centred around a major naval base or arsenal. These Naval Districts are the primary organisers for most administrative tasks, and liaison with the General War Commissariat's various departments to ensure that logistical support is adequately provided for.

The Chancellery of the Navy is headed by the Chancellor of the Navy, who is appointed by the Emperor in consultation with the Prime Minister. The Lords of the Admiralty are responsible for the day to day operations of the R.u.B Navy. The Star Lords are generally given the title of First, Second, Third, Fourth, Fifth, and Sixth Star Lord respectively. While the Chancellor is usually a civilian--although many times the Chancellor is a seasoned naval veteran who has retired--the Lords of the Admiralty are active duty officers, so as to ensure high degrees of co-operation between civilian and military leadership. The First Star Lord is responsible for operations, and works closely with the Lord Admiral of the Grand Fleet and the General Staff to develop plans for the Navy in case of war. The Second Star Lord is responsible for managing the training and recruitment of personnel, as well as supervising the Naval Districts in their functions. The Third Star Lord is responsible for providing material for the Navy, and thus is responsible for supervising design contests and the production of equipment for the Navy. The Fourth Star Lord holds responsibility for managing the supply of both the Naval Districts, Fleet Arsenals, and Fleet Groups. The Fifth Star Lord is responsible for governing the Naval Aerospace Corps. Finally, the Sixth Star Lord is responsible for the R.u.B Navy's planetary forces, including both the Marine Corps and the Interface Artillery Corps.

Grand Fleet

The Grand Fleet is the operations division of the Imperial and Federal Navy, and is responsible for actual combat operations. The Grand Fleet commands the actual void capable combat fleet, along with the necessary direct logistical support ships for continued operations. Planetary repair yards and armories remain under the purview of the Chancellery of the Navy via the Naval Districts. While the Grand Fleet is technically subordinate to the Naval General Staff and the Hofkriegsrat, in many cases the Lord Admiral of the Grand Fleet and their staff wields considerable influence in the direction naval operations take, even influencing strategic planning. For the sake of combat operations, the Grand Fleet is divided in multiple fleet groups, which are assigned to various areas of the Union, usually centered at a major naval base. These fleet groups tend to be the actual operational units of any given campaign, and are permanent organisations. Individual units are often shifted between the various fleets, in order to maximise the strength of formations in critical areas.

The Grand Fleet is responsible for converting the strategic plans of the General Staff and Hofkriegsrat into actual operational and tactical movement in the field. While the Chancellery of the Navy is responsible for furnishing ships, it is the purview of the Lord Admiral of the Grand Fleet to determine where these ships will be sent. The Grand Fleet is the only branch of the Imperial & Federal Navy that does not have planetside offices, as all elements of the Grand Fleet are based aboard ships and orbital stations bearing an SMS title.

Operational and Tactical Organisation

In theory, every warship and support vessel under the R.u.B naval ensign is a part of the Grand Fleet, but due to the vastness of the R.u.B Navy's responsibilities, the entire Grand Fleet has never been assembled. Instead, he Grand Fleet is divided into several Fleet Groups, each of which is responsible for a specific astrographic area of operations. Each Fleet Group consists of multiple Combat Fleets, which are the actual units that are committed to combat operations.

In general, the Fleet Groups are to act independently of one another, with different units transferred between the Fleet Groups in order to allow Imperial naval assets to be deployed in the most efficient manner. The Fleet Groups are permanent organisations, complete with command, control, and communications facilities, as well as the logistical infrastructure in order to support the operation of their subordinate fleets and other units. The Fleet Group is a strategic formation, used to coordinate large scale combat operations over large areas of space, and is generally the highest authority involved in most combat situations. During time of war, the Grand Fleet will be assigned general objectives by political leadership, and these directives will be converted into orders for a specific fleet group--usually in line with a plan developed by the General Staff. The Fleet Group will thus be responsible for translating the political objective and plan into actual orders for combat units.

Usually, the largest Combat Fleets of any given Fleet Group will be its Scouting Fleet and Battle Fleet. In line with general R.u.B Navy doctrine, the Scouting Fleet's mission is to identify the enemy's main naval strength, and engage in attritional and raiding tactics to whittle away both at the hostile fleet and its support structures. The Battle Fleet is focused on the Fleet Group's collection of battleships and dreadnoughts along with any necessary screening vessels, and is intended to engage and destroy major enemy naval units in a pitched battle. The majority of a Fleet Groups's vessels will be committed to either the Battle Fleet or Scouting Fleet. However, specialist vessels such as electronic warfare cruisers and interdiction vessels will generally remain directly under the Combat Fleet's central command. Regardless, the exact makeup of a Fleet Group is ultimately left to that Fleet Group's command staff, and many frontier Fleet Groups choose to create a seperate 'Reaction Fleet', made up of vessels kept in high readiness, intended for deployment to rapidly developing crisis points, that may not require the deployment of the whole Battle Fleet.

On a tactical scale, ships are broken into squadrons and divisions. A typical capital ship squadron will consist of four ships, broken into two divisions of two ships each. In general, the squadron will be identified by a numerical identifier, while the division will be marked by an additional digit following the squadron identified. (e.g. The 12th Battle Squadron consists of the 121st and 122nd Battleship Divisions). A similar organizational scheme applies to line and heavy cruiser units. Light ships are organised differently. Both Destroyer and Escort Squadrons will generally consist of three divisions of four ships each, with a light cruiser serving a flagship role, as frigates and destroyers generally lack the facilities for the necessary communication equipment needed to control squadron wide activities. Light squadrons follow the same numerical identifier scheme as capital ship squadrons. Specialist vessels, like electronic warfare cruisers, stealth frigates, and others, may merely operate independently.

Fleet Group Home Kronstadt Naval Fortress, Albion Grand Admiral Archduchess Hannah von Habsburg Fleet Group Home is responsible for the defense of the core most worlds of the Imperial & Federal Union, mainly the Archduchies of Gerstintor and Albion. Fleet Group Home is also considered to be a form of reserve fleet, serving to reinforce other Fleet Groups facing more active borders. Fleet Group Home usually features the most advanced and upgraded units, and is the second largest concentration of R.u.B Navy ships available.
Emperor's Own Fleet Trieste Naval Yard, Gerstintor Emperor Karl Franz II The Emperor's Own Fleet is the personal guard of Gerstintor, and the Emperor himself during his travels. Although it is the smallest of all Imperial Navy fleet groups, the Emperor's Own Fleet is the most prestigious and elite. Although a large portion of the Fleet Group is located with the Emperor at all times, smaller detachments are often sent out to the disposal of the other Fleet Groups, in order to bolster their capabilities.
Fleet Group Enlis Medway Naval Arsenal, Spitzesland Fleet Admiral Duke Thomas Seymour Fleet Group Enlis is another one of the core Fleet Groups, and is thus--in many respects--a reserve fleet, being located far away from the potential conflict zones fringeward of the Lusatian Veil and rimward of the Ostwall. However, given the importance of the Enlisian Corridor and Mark, the Fleet Group has been established to guard the shipyards and industrial worlds of the region. Fleet Group Enlis is also responsible for the Spitzeline Barrier Fortresses that guard the entrance to the corridor, as well as many key facilities within von Goytz's Folly.
Fleet Group Palatine Brightwater Keep Naval Yard, Elshaven Fleet Admiral Edric Steiner Fleet Group Palatine primary responsibility is for the support and defence of the Palatine March Military Frontier, facing fringeward of the Ostwall. Fleet Group Palatine is also responsible for securing the trade routes in its region, that both ferry resources to the refinery worlds of Pfalz and Elshaven, and along the Ostwall Loop to and from the Imperial Main and Talosian Frontier.
Fleet Group Kaiserwald Cascadia Naval Yard, Kaiserwald Fleet Admiral Lisa Cavendish Fleet Group Kaiserwald is one of the two Fleet Groups responsible for the support and operatoin of the Reinwacht Military Frontier. In addition, Fleet Group Kaiserwald is responsible for escorting trade and counter-piracy operations around the key worlds of Kaiserwald and Ulpool, and along the spinward segment of the Ostwall Loop.
Fleet Group Talosia Fort Erika Naval Yard, Delos Grand Admiral Countess Alysanne zu Zahnbruck Fleet Group Talosia is one of the two Fleet Groups responsible for the operation of the Reinwacht Military Frontier in the Talosian Expanse extending spinward into the Delta Quadrant. Fleet Group Talosia is also responsible for the protection and pacification of the Talosian Frontier, particularly the Delian worlds. As a result of the high level of activity of Delian insurrectionists, Fleet Group Talosia is one of the most active Fleet Groups.
Nakabe Combined Fleet Saisho Naval Arsenal, Nakabe Grand Admiral Prefect Atago Miko The Nakabe Combined Fleet--also known as Fleet Group Lusatia--is the largest and most important Fleet Group, as it is responsible for the defence and operation of the Kanata Barrage. The Nakabe Combined Fleet is also responsible for general operations in the Lusatian Veil. As the Veil and Frontier are seen as the area of the R.u.B Union most in need of defence, the Lusatian Combined Fleet is often at the top of the list for upgrades and new equipment, behind only Fleet Group Home. The Nakabe Combined Fleet also benefits from the unique statues of the Lusatian Veil within the R.u.B Union, and effectively combines both the Imperial & Federal Fleet, and the Nakabe Prefecture Landwehr.
Reserve Fleet Group N/A Fleet Admiral The Reserve Fleet Group is the Active Reserve of the Imperial & Federal Navy. Unlike the other Fleet Groups, it does not have a central headquarters, but instead posesses concentrations of partially deactivated ships with skeleton crews in key locations across the whole of the Union. In times of crisis, reserve members can be called up to bring the ship up to full activation, and units of the Reserve Fleet Group can then be dispatched to wherever they are needed.

Doctrine and Operations

Imperial & Federal military doctrine operates under the assumption that in order to achieve victory in an interstellar war, the enemy's fleet must be brought to battle and destroyed, after which the enemy can be brought to terms by a multitude of means, such as strategic bombardment, commerce interdiction and blockade, or even planetary invasion. Different camps within the Wehrmacht field more support behind one or multiple of these methods to final victory, however nearly all believe that for a lasting victory to be achieved, the enemy's naval strength must be destroyed. As long as the enemy's main wall of battle exists, planetary invasion remains risky, due to the possibility of a fleet counter attack; commerce raiders and blockade run the risk of being overwhelmed by concentrated fire. Without control of intestellar lines of communications, bases near enough to the enemy for a strategic bomber campaign may be untenable, and the large, expensive strategic bombers themselves may well suffer unsustainable casualties during their missions. Conversely, this means that--while on the defensive--the most important goal for the Imperial and Federal Navy is to sustain the existence of its own wall of battle, so that it might force the enemy to limit their fleet movements.

In pursuit of that overarching goal, the Imperial & Federal Navy operates under the doctrine of the Aggressive Control. Any given Fleet Group will be divided into at least two distinct combat fleets: the Battle Fleet, and the Scouting Fleet. These formations will be supplemented with groups such as vessels from Interdiction Command, or liaisons with other branches of the Wehrmacht. The Battle Fleet consists of the combat fleet's dreadnoughts, battleships, and their screens, including cruisers, escort carriers, fleet destroyers, and frigates. The Battle Fleet is the main battle wall for any given Fleet Group, and is to be kept concentrated to avoid attrition by skirmishes with enemy light forces and interdiction vessels. The Battle Fleet is intended to find and engage key elements of the enemy's fleet in order to render it combat ineffective. As such, the vessels of the Battle Fleet are more focused on heavy firepower and armour, while often sacrificing sublight and FTL speed in order to maximise their firepower and defenses.

The Scouting Fleet makes up the majority of vessels not designed to serve with the Battle Fleet. The Scouting Fleet tends to operate more independently than the Battle Fleet, splitting up into multiple task forces, or even divisions and individual warships, rather than operating in a single massed formation. The Scouting Fleet includes battlecruisers, fleet carriers, and their screens, with a primary responsibility of scouting for the Battle Fleet to track and pin down the location of the enemy's main wall of battle. The Scouting Fleet often prioritises the need for speed and long range, sacrificing armour and firepower in order to maximise speed and range.

The Scouting Fleet also often takes part in raiding and surgical strikes against targets of opportunity, such as major dockyards, supply bases, and lines of communication. The Scouting Fleet is intended to attempt to attrit the hostile fleet when possible, either through direct attack, or via attempts to draw off sections of the hostile fleet to hunt down raiding forces. When Battle Fleet and the hostile fleet engage, it is intended that Scouting Fleet can either join the engagement in order to assist the Battle Fleet, or take advantage of the commitment of the hostile fleet's main body to battle to seek and destroy undefended targets of opportunity. Even prior to the destruction of the enemy fleet, the Scouting Fleet will attempt to raid hostile commerce and lines of communications, in order to attempt to begin the process of cutting those lines. Once space lane superiority has been achieved, the Scouting Fleet will have responsibility for continual commerce raiding, while the Battle Fleet begins blockades of key enemy worlds.

In addition to the main fleets, a Fleet Group will include various supplemental units to support naval operations. One of the most important of these commands is Interdiction Command, which controls the Fleet Group's interdiction vessels These are low observable vessels equipped with weapons capable of engaging vessels even at FTL travel. They are intended to assist Scouting Fleet in both attriting the hostile fleet and attacking hostile lines of commerce and communications. Logistics Command provides large scale and long range support convoys of the fleet, along with the escort and protection of these convoys in co-operation with the General War Commissariat.

Other vessels are arranged into liaison commands, such as Planetary Assault forces, which operate in conjunction with the Common Army for planetary invasion, and occasional cooperation between Scouting Fleet and the Aerospace Troops. Furthermore, independent task forces or squadrons can be assembled to handle specific responsibilities that do not require the full attention of the Fleet Group.

R.u.B Naval Aerospace Corps

The Imperial and Federal Naval Aerospace Corps (R.u.B NAK) (German: R.u.B Seefliegerkorps) is the aerospace branch of the R.u.B Navy, and operates both from the naval bases and installation of the R.u.B Navy, as well as from the Navy's carriers. The Naval Aerospace Corps is independent of the R.u.B Aerospace Troops, which take responsibility for most other aerospace operations. The Aerospace Corps occupies a prominent place in the R.u.B Naval Administration, with the Naval Aerospace Bureau occupying a seat equal to that of the Grand Fleet among the various bureaus and departments of the Admiralty. The R.u.B NAK is responsible for the strike groups aboard the Navy's fleet and escort carriers, the escort squadrons aboard certain capital ships, along with other void based units for defence of worlds or other naval installations.

Administrative Organisation

The R.u.B NAK is organised along similar lines to the R.u.B Aerospace Corps, though in smaller fashion. Administration is handled by the Naval Aerospace Bureau, which bears responsibility for administering, training, and various support aspects of the R.u.B NAK. The Naval Aerospace Bureau is divided into five departments: General Administration, Intelligence, Training, Engineering, and Technical. The General Administration Division is responsible for administration of the Bureau and NAK as a whole, and the Intelligence Division is usually seconded to the wider Office of Naval Intelligence to provide information provided by the NAK, along with providing an additional branch of an analysis for other information.

The Engineering Department is responsible for the maintenance and establishment of planetary or void bases for the NAK, as well as the fortification of these bases. In this regard, the NAK Engineering Department co-operates closely with the Engineers of the Naval Infantry and Common Army. The Engineers are also responsible for the maintenance of NAK strike craft on all deployments.

The Training Department is responsible for the training of NAK pilots and other crew members, including the famous Naval Aerospace Schools at Spitzelsand, Midway, and Sagaya. The Training Department is also responsible for continuing education, and ensuring that all crews are qualified for their and new craft. Specialist schools of the Training Department are usually established for advanced topics, such as the famous Graf Richthofen Weapons College and Genda Strike School.

Finally, the Technical Department is responsible for the acquisition and design of new strike craft designs. The Aerospace Bureau's Technical Department is effectively a part of the wider General War Commissariat's Department of Military Industry. As part of this overall organisaiton, the Technical Department works very closely with the Aerospace Troop's own Design & Acquisition Office to design craft that are useful for both the Navy and Aerospace Troops. The Technical Department is responsible for the launch and judging of design contests.

Tactical & Operational Organisation

The largest scale organisation of the R.u.B NAK is the Aerospace Fleet, which is primarily an administrative organisation. Each Aerospace Fleet is assigned to a Fleet Group area, with responsibility over all craft in their Fleet Group area, helping to manage training, supply, and other concerns for the large area. An Aerrospace Fleet is generally only responsible for either fleet based craft (i.e. aerospace craft based from carriers and other ships) and installation based craft (i.e. aerospace craft based from void stations or planetary airbases). Each Aerospace Fleet is assigned a number, with odd numbers responsible for fleet based craft, while even number are assigned to installation and planetary based aerospace craft of the R.u.B NAK. An Aerospace Fleet will be commanded by a Rear or Vice Admiral, with substantial staff assets to assist in management of the issues faced by the Aerospace Fleet.

The largest combined formation of the R.u.B NAK is the flotilla, which fills roughly the same role as a wing in other organisation. However, the flotilla is not a permanent organisation, and is generally only assigned to all the craft operating from a single ship or installation. As such, flotillas generally do not have identifying numbers, but rather will simply be named after their home base. (i.e. the Akagi Flotilla, for groups based off of the carrier Akagi) A flotilla thus contains multiple groups, which serve as the primary combatant formation of the R.u.B NAK.Sufficiently large vessels or installations may play host to multiple flotillas. The rank of a flotilla's commanding officer can vary, but usually falls into the hands of a Commodore or Line Captain.

The primary combat formation within the R.u.B NAK is the group, which can contain a variable number of aircraft depending on their type. Groups are identified via a numerical code that indicates their intended mission, assigned area, and finally their identifying number. Groups generally include a limited maintenance unit to provide for basic repairs that do not require the attention of the base or vessel's Engineers, along with medical and other support units. A group is usually commanded by a Frigate Captain, and staff officers tend to command small medical, technical, intelligence, adjutant, and other units to provide support for the formation. A group usually contains approximately three or four squadrons of aircraft.

For example, the 2311th Group is a carrier based fighter group attached to Fleet Group Enlis, and the 789-15th Group is a patrol bomber group attached to the 15th Naval District.

Organisation of an R.u.B NAK Fighter Squadron and Strike Squadron

The squadron is the primary combatant unit of the R.u.B NAK. A squadron is almost always fully equipped with the same type of strike craft, and is commanded by a Frigate Captain or Captain Lieutenant. Squadrons are identified by their general type (i.e. Fighter, Strike, Reconnaissance, Support, or Special), and then by a number which both specifically identifies the squadron and its role. Squadron numbers can repeat, due to the low number of available designations. At which point, the flotilla name will usually be included to specify which squadron is specifically being identified. An R.u.B NAK squadron will usually contain between twelve to eighteen strike craft, depending on the type of formation.

Each squadron will generally be broken into a division of between six and nine strike craft, which are in turn divided into sections of three strike craft each. As fighters generally engage in their individual sections, rather than on a divisional level, most fighter squadrons will contain two divisions of three sections each. However, bomber squadrons will generally engage in attack runs on the divisional level, and so require the additional flexibility of targetting allowed by having more individual divisions. As such, a bomber squadron will generally contain two divisions of two sections each.

In combat, flights and sections are the main tactical unit, co-operating closely together to support each other and provide maximum visibility and sensor coverage, as well as allowing some degree of ravelin overlap. Missions will generally be assigned in squadron level briefings, but it is generally left to squadron commanders to issue relevant orders to their component formations.
