The Prime Minister of Unified Sera (also known as the Executive Office) is the head of government and the most senior member of the Cabinet in the United States of Sera and serves as the commander of the Seran Armed Forces. The Prime Minister is responsible for leading the country's administration and overseeing the implementation of government policies, enforcing laws drafted the legislature, determining defense, signing bills into law, vetoing bills, setting the government's policy agenda, overseeing the implementation of government programs and policies, and coordinating the work of government departments and agencies. The Prime Minister also represents the country on the international stage alongside the monarch, participating in diplomatic negotiations and engaging with foreign leaders on issues of national importance. The position was established in 1741 following the adoption of a new constitution known as the Articles of Federation that replaced the previous system of confederate, Quadrumvirate rule with a federal constitutional monarchy. Since then, the Prime Minister has served as the chief executive of the country and has been elected by citizens of the nation initially by way of a "first past the post" style of election, and then later in the 1920s through ranked voting. The role of the Prime Minister has evolved over time and has become increasingly important in the country's political system.
