The Congress of Heavenfall is the bicameral legislature of Heavenfall. It is composed of an upper body, the House of Owls, and a lower body, the House of Assembly. It meets in Angel's Dome in Highsea, with the Assembly gathering on floors 400 to 450 and the Owls gathering on floors 450 to 455.
