The chancellor is the presiding officer of dual sessions of Congress, advises the president regarding congressional matters, and enforces intercity policies. The chancellor is appointed by Congress with approval of the president.

The modern office of chancellor succeeded the weaker offices of secretary of city affairs and secretary of intercity affairs, which themselves succeeded the stronger office of chancellor of Heavenfall.
