The Principal Committee on the Recommendation of Congressional Actions, or more commonly, the Recommendations Committee or Action Committee, is the permanent body of the Heavenfall House of Assembly. It is responsible for reviewing congressional actions, including bills, motions, amendments, appointments, and others, to be taken by Congress. If an action receives a recommendation, it is then sent to the full Assembly to vote on; without recommendation, the bill or action is not voted on unless one-third of the Assembly gathered demands it. Although the Assembly has authority over it, the committee is generally viewed as having more de facto power as the Assembly tends to pass actions that receive recommendation.
