Conscription in the Empire Of Makko Oko, also known as the draft, has been employed one time during the era of the Empire, and one time during the era of the Republic. For much of the Empire's life since its founding in 2019, the nation's military had been a fully conscripted force, with any citizen being mandated to join the military for at least 2 years, with that position only being further solidified with the official enactment of the Basic Rights Of Makko Oko.

In Makko Okoan history, the draft was first employed at the start of the Civil Transition War by the former Republic Of Makko Oko, after the President, Harold Zenonis, declared that a civil war had begun and then ordered a general mobilization. Historians dispute that the President's draft ended and a new one began, because after the war concluded, the newly formed Empire established mandatory peacetime conscription for 2 years from the age of 18. The Empire's conscription wouldn't end until May of 2022 when the Basic Rights Of Makko Oko would receive its second revision, removing military service as a constitutional requirement to citizenship.

History

Civil Transition War

The Civil Transition War is currently the only war ever fought in Makko Okoan history, with it also being the bloodiest. It was the first time in the nation's history that a draft and general mobilization had been instated. When the draft had first been initiated, the government only had around 210 million soldiers, out of a total population of over 850 million. Resistance to the draft was quite high, mainly due to the majority of the population, over 60%, supporting the militia Anti-Poverty Forces.

Even those who had supported the Republic Of Makko Oko during the war had criticized the government and President Harold Zenonis for declaring a draft when "clearly you have all the fighters you need". Many arrests on non-compliant citizens to the draft had been conducted, mainly in police raids of residences and public buildings, most of the time without warrants. The Anti-Poverty Forces on the other hand while they never enforced conscription into their militia, they did torture and even kill citizens who refused to join in support of the war.

During the war, the draft did see an uptick in soldiers, which by the end of it on September 13th, 2019, had gone up to almost 550 million soldiers. Deaths by the end of the war had gone up to the low 100 millions, helping fuel the fire against the President's government. Most of the deaths had been of volunteer soldiers, in the military since before the war, that died either to rebelling drafted soldiers, to the citizens hands during the periods of martial law, or to the militia.

The draft during the war made no exceptions to any individual, except for the President themselves, their family, the Parliament and currently employed police officers. This only led to hype and anti-government sentiment within religious groups.

Peacetime Conscription

After the end of the Civil Transition War and the establishment of the Empire, mandatory peacetime conscription was put into place, requiring all citizens from or upon reaching, the age of 18 to serve in the military for 2 years, also becoming a requirement for foreigners to obtain citizenship. At the same time, dual citizenship and dual nationality was banned within the nation.

Peacetime conscription would be in effect until May of 2022 when Emperor Conall Solis enacted the 2nd revision to the Basic Rights Of Makko Oko, abolishing military service as a requirement and contingency of citizenship. The same day, peacetime conscription was officially abolished by the Ministry Of Defense.

Present Day

In the present day, the Empire Of Makko Oko employs conscription only for drafts or general mobilizations and therefore, is rarely used or activated. Conscription in Makko Oko is covered by the Defense Mobilization Act, which puts the power to call a draft or general mobilization into the hands of the Emperor and the Minister Of Defense, along with giving the Ministry Of Defense full authority to manage and regulate conscription within the nation.

Conscription System

Priority Categories

Under changes made to the Defense Mobilization Act in the 1st Revision, the Ministry Of Defense is mandated to establish a priorities system of who gets drafted first. The established system of priorities is a single number or letter used to denote the type of priority they are to receive within the conscription system of the nation, and that character is embedded into the end of all classifications of individuals for conscription, making up the entire conscription system and combining the priority categories, into the actual classifications system. All individuals fall into at least 1 priority category, but if they fall under multiple, the one that has the highest priority (Ex. you are both S and P, then you get classified as S due to it being higher) will be the one designated.

Priority Character Categories
S A slave or property of the state as defined under law. They are the first pick for any and all drafts, unless otherwise declared.

Incarcerated individuals that have become slaves by choice are not included in this category.

I Any incarcerated individual. They are the second pick for any and all drafts, unless otherwise declared.
A Any individual living abroad, while still holding Makko Okoan citizenship. They are the third pick for any and all drafts, unless otherwise declared.
U Any individual that's unmarried and has no family or children personally. They are the fourth pick for any and all drafts, unless otherwise declared.
M Any individual that's married, and do or don't have children. They are the fifth pick for any and all drafts, unless otherwise declared.
H Any individual currently working in the medical field. They are the sixth pick for any and all drafts, unless otherwise declared.
P Any individual that's a non-citizen permanent resident. They are the seventh pick for any and all drafts, unless otherwise declared.
V Any individual that has previously served and was honorably or generally discharged. They are the eighth pick for any and all drafts, unless otherwise declared.

Soldiers who served in the Armed Forces of the Republic Of Makko Oko are excluded from this category. Only Empire Of Makko Oko soldiers are included.

O Any individual that does not fit within any other priority category. They are the ninth pick for any and all drafts, unless otherwise declared.

If necessary, all other categories of non-citizens may fall under this priority category.
