As a representative democracy, elections in Carloso are held under universal sufferage for all citizens who have reached the age of 18. There are three primary types of elections in Carloso; quinquennial general elections to elect members of the National Assembly, the country's unicameral legislature, regional elections to elect members of provincial and metropolitan assemblies, and local elections to elect members of county and city councils. All elections in Carloso use a simplied version of proportional representation by means of the single transferable vote, counting elimination transfers only (STV-ETO). By-elections to fill vacancies use a variant of STV-ETO that bears similarities to instant-runoff voting. All voting is done through traditional paper ballots, and there have been no attempt to adopt electronic voting methods, largely due to security and reliability concerns.
