The Empress of Ōrora is the head of the Koshitsu and Head of State of Ōrora. Since the 1965 Constitution, the Empress shares her executive powers with the Prime Minister in the Imperial Government. Historically, the Empress has also been the highest authority of the Kodō religion. In Ōroran the Empress is called Kōgō (皇后).

In English, the use of the term Kami no Kōgō (神の皇后) is common, however is an inaccurate title.

Currently, the Empress of Ōrora is one of the only heads of state in the world with the highest monarchial title of "Empress". The Koshitsu is one of the oldest continuing monarchial houses in the world. The historical origins of the empresses lie in the late Shiroiyama period in 3rd-5th Century AD, but according to the traditional account of the Kojiki and Ōrora Shoki, Ōrora was founded in 400 B.C. by Empress Genten, who was said to be a direct descendant of the sun-goddess Amaterasu. Aoi is the current Empress, under the name 天照大神(lit. Amaterasu). She succeeded the throne after the abdication of her mother, Empress グレートレガシー.
