The Imperial Security Council (ISC) of the Empire Of Makko Oko is a consultative body of the Emperor's Law Council that deals with national security affairs and matters of strategic interest. The council has no authority to enforce any decision, ruling or report that it makes, however, it may propose and send recommendations, changes to laws and also propose the addition of new laws. The council is composed of top state officials and heads of defense and security agencies, in addition to court judges. It is currently chaired by the Deputy Director of the National Security Service. The ISC acts as a forum for coordinating and paving national security policy.
History, Status, and Role
The Imperial Security Council was setup and established by the President of the 2nd Emperor's Law Council on December 19th, 2022 upon approval and direction of Emperor Conall Solis. It was formed as a semi-agency of the Emperor's Law Council, with the President of the second council having direct and full control over it. No law or official order established the council, but it is under discussion to have one drafted. The President of the second council designated John Rexroad as the Chair of the ISC.
Currently, the council is made up of top security officials, in addition to some low-level government officials and judges within the judicial system of the Empire. The membership of the council is tied to the term length of a councilmember, which is about a year, meaning it is to be renewed every year or changed out with new members. Decisions of the ISC require unanimous approval by members and it then must be approved by the Emperor, who may issue decrees, orders or even sign related laws for the purposes of implementing them.

Authority
The Chair of the ISC is the official head of the council however with limited authority. The Chair may have a say on who the commission chairs are, and they may form commissions with the approval of the Law Council President. Other than those powers, the Chair is nothing more than a figurehead.
Commissions & Committees
The Imperial Security Council is authorized, as declared under the Devolution Of Council Powers Act Of 2022, to form and manage commissions and committees on any affair under the ISC. The commissions & committees of the ISC can be seen below:
- Commission On Foreign Business Affairs For National Security - A commission established on December 19th, 2022 for the purpose of researching and investigating the role of foreign businesses on national security affairs
- Commission On The December 2022 Capital Bombing - A commission established on March 15th, 2023 for the purpose of investigating the December 2022 capital bombing and the safety of fireworks
- Committee on Administrative Activities - A committee established on September 16th, 2023 for the purpose of monitoring, reporting on and auditing the activities of administrative-level officials and their agencies
