The Inspectorate Of The Emperor's Command, commonly referred to as the IEC, is an independent government anti-corruption and investigatory agency in the Empire Of Makko Oko. Its mission is to investigate and remediate cases of corruption, treason and other rule violations by government officials.
The IEC is the only legally authorized law enforcement agency that can investigate the government, and it is the agency's sole jurisdiction.
History
The IEC was established on January 2nd, 2022 upon the enactment of the National Protectorate Act, one of the widest reaching national security laws to date. The law established the IEC and the Inspectorate's Court, with the IEC being granted full authority to investigate all accusations of crimes committed by government officials.
2022-2025: Term of Chief Inspector Busch
Kenneth Busch was the first Chief Inspector of the IEC upon its creation in 2022. They were originally the Deputy Chief of the IEC, and Emperor Solis was the Chief, however 2023 saw the restructuring of the agency to help make it more independent and functional, with Kenneth now being the Chief Inspector of the IEC and a new position of Deputy Chief Inspector being created. As Chief Inspector, Kenneth oversaw and even led multiple high-profile investigations including the one on former Chief of the Phoenix Islands Marcella Debose and led the government audit after the 2023 coup attempt.
After the Inspectorate Act was ratified, Kenneth oversaw the development of a unique structure for the agency, with areas and then multiple departments within those areas. That would come to be known as the strand-structure method, and it was highly criticized internally for its complex bureaucracy and multiple people called for reform to more traditional agency structures such as the one utilized by the CCS. Minor changes would be made however the structure would be maintained until he retired in January 2025.
The Inspectorate Act
The Inspectorate Act was enacted on April 16th, 2023 by Emperor Conall Solis. The law revamped and modified the government anti-corruption system setup by the NPA, with whistleblower protections being established and enforced by the IEC, in addition to Inspectorate Offices becoming a thing. IO's replaced the Internal Affairs departments of all the law enforcement agencies.

The Inspectorate's Court
The Inspectorate's Court of Makko Oko is the most supreme courthouse of the nation, and it is run and administered by the IEC and its employees. Judges of the court are IEC inspectors appointed to the court by the Emperor, who by statute is the Chief of the IEC. The court is a court of final instance, appeal and first instance, however the court mainly hears items of appeal.
Any issue can be raised to the court, including civil, criminal and constitutional. The court is the main body for all IEC investigations.
Authority & Powers
IEC inspectors have full authority to investigate any employee of the civil service, and non-government employees in limited circumstances. The only employee that the IEC does not have authority over is the Emperor, with ministerial cabinet officials able to be investigated usually with the approval of the Emperor. IEC inspectors can:
- Procure and make copies of government records pertinent to an active investigation
- Call for the suspension of any government official under an active investigation
- Arrest and press charges against any accused government official
- Seize property in relation to an active investigation
- Shutdown government offices on a temporary basis
In addition, IEC inspectors cannot be blocked from any records for any reason whatsoever, no matter the security classification. IEC inspectors are considered some of the most powerful people in the government, with no agency being authorized to "block" their investigations, and cooperation being a statutory requirement per the NPA. All IEC inspectors have the highest security clearance possible and are thoroughly vetted and checked by the government prior to being hired.
Jurisdiction In Phoenix Islands
The IEC is a national agency, and while it checks for corruption within the national government, and was formed to do so, it does hold the authority and jurisdiction to investigate and arrest any employee of the Phoenix Islands' government, as granted by the Emperor. As of 2023, the IEC has no known history of taking action on or investigating an administrative government.

The FACD investigates potential crimes committed by members of the Imperial Family and employees of the Crown directly.

The IAD serves as part of the Monarch's personal protection detail and investigates all crimes committed against the Monarch, the Imperial Family and the Crown.

The OAF investigates any tax or finance-related crime that affects the government and was committed by government officials and peace officers.

Inspectorate Offices
Inspectorate Offices (IO) were established on April 16th, 2023 under the Inspectorate Act for all law enforcement agencies, and made it an option for other agencies to establish them. The Inspectorate Offices are all managed and supervised under the IEC as separate agencies, with the National Office Inspector being the official IEC inspector to manage and regulate the offices.

Authority Of The NOI
The National Office Inspector (NOI) has the following authority over the Inspectorate Offices:
- Remove and appoint Inspectorate General's (IG's)
- Promote, demote, terminate and hire Inspectors at the office-level
- Takeover office-level and agency-level investigations and hand them over to the IEC
- Represent the IEC to IO's and coordinate information between them
- Handle requests for assistance and information from both parties
- Hand over IEC investigations to an Inspectorate Office
- Open investigations into IO's and arrest and press charges against accused employees
They also have any authority that lower IEC Inspectors have.

Chief Inspector
The Chief Inspector of the IEC holds any authority that a regular Inspector and that the National Office Inspector holds. In addition to those powers however, they also have the following:
- Hire and fire the National Office Inspector and Deputy Chief Inspector
- Establish policies and procedures on enforcement
- Manage the structure of the agency
- Open investigations into any Inspector and investigate them
- Promote, demote, terminate and hire Inspectors at the agency-level
The Chief Inspector is appointed by the Monarch and serves at their pleasure for an indefinite term until retirement or dismissal. Until the enactment of the Inspectorate Act, the Monarch was the "Chief of the IEC".
