The Public Identity Card (Makuri: Public Aliit Card) is an identity document issued to permanent residents and citizens of the Empire Of Makko Oko. All permanent residents (Including citizens and non-citizens with indefinite leave to remain) are eligible for a public identity card, which can be applied for only in-person at a Nationality & Citizenship Bureau office, with renewal of a Public Identity Card allowed to be done via the post. The card contains the name of the bearer, place of birth, date of birth, sex, nationality, blood type and signature, in addition to information relating to the issuing of the card. Each bearer of the public identity card has a unique identity number, which is also found on the card. This identity number is used to verify eligibility to certain services such as welfare and can be tied directly to paychecks from employers.

The Public Identity Card may be used as official proof of identity to access certain goods and services that may be restricted otherwise.

Use

The Public Identity Card can be used as a formal identification document in situations where proof of identity and/or nationality is required. These including opening a bank account, identifying oneself to government agencies and proving a right to work within the nation (excluding certain circumstances).

The card is also recognized as proof of identity for:

Obtaining a driving license.

Conducting major financial transactions.

Obtaining consular services.

Obtaining a passport.

Permanent residents of Makko Oko may use the card as proof that they are entitled to healthcare, schooling, and other social services that are not available to non-residents. The card is commonly used for this purpose amongst permanent residents who are not citizens.

Obtaining A Public Identity Card

Public Identity Cards must be legally held and obtained by any citizen of the nation over the age of 10, as declared under the Residential Security Act. Obtaining a Public Identity Card is not an automatic process once one turns the age of 10, and must be applied and submitted for manually. To obtain a Public Identity Card, one must visit a local Nationality & Citizenship Bureau office with proof of citizenship, which can include birth certificates, passports, and welfare and benefits information.

For any individual under the age of 18, their legal guardian may apply for a Public Identity Card for them, bringing their birth certificate, passport or any other identifying information proving citizenship, and records proving their status as the child's legal guardian. No prior authorization is required before a guardian may obtain a Public Identity Card for their child.

The cost to obtain a Public Identity Card is typically paid for by credit/debit card, with another form of payment being direct cash, and finally, checks are the final payment method authorized for paying to obtain a Public Identity Card. For direct cash payments, there's a 2 week holding period to verify and authenticate that the money in question is legitimate, and was obtained legitimately. For checks, there's a 1 week holding period to make sure that the money clears. Credit/Debit card on the other hand, is instant, and most people tend to take this route, should it be available.

Public Identity Cards take up to a week and a half to fully process and be sent out, but expedited processing can be obtained for an additional fee of $250 SLO's. Once a Public Identity Card is up for renewal, or if it has expired, renewals cost half of the original price, meaning for adults it's $200 SLO's and for minors it's $90 SLO's.
