The president of the Republic of Mava (Mavean: Mava Repalik Saavajitiit; Almagrian: Presidente de la Republica de Mava) is the head of state and head of government of the Republic of Mava. The president is elected by Congress from among its members to serve for the duration of that congress. The president is chief executive and head of the cabinet, responsible for nominating and appointing executive secretaries and directing the work of the national government.
The first president, Lainal Haatkaani, was elected by the Transitional Congress to take office upon independence in 1970. To date, he is the longest-serving president, serving from 1970 until 1982. There has been one woman to serve as president - Juuitit Tiakan - who served as acting president upon the death of Saarik Aatanani in 1996.
Role
The president has a number of constitutional roles. These include:
- To execute the office of president according to the constitution and national law.
- To preside over and direct the work of the cabinet.
- To appoint public officers.
- To appoint Mavean ambassados and receive foreign ambassadors.
- To represent the Republic of Mava overseas.
- To sign and promulgate laws.
- To command the Republic of Mava Defence Force.
- To grant pardons and reprives.
The president also has a number of ceremonial roles, such as awarding national honours and serving as Patron of the Republic of Mava Red Cross.
Term of office
Qualifications
To be eligible for election as president, an individual must:
- be a member of Congress;
- not have previously been removed from the office on the grounds of misbehaviour or infirmity;
- be at least 35 years of age.
Election
The president is elected by Congress to serve for the duration of its term. However, Congress may terminate the president's appointment by a simple majority, meaning that, in reality, the president serves at the pleasure of Congress rather than for a definite term. Between 1983 and 1997, president's could only be re-elected once; the 1997 constitution removed these term limits.
The termination of a president's term can occur in five ways:
- resignation;
- impeachment;
- vote of no confidence, requiring the approval of a majority of members of congress;
- a declaration of inability on grounds of mental or physical infirmity, requiring the approval of a majority of members of congress;
- death.
If the president ceases to meet any of the qualifications required to enter office (such as losing Mavean citizenship), they automatically cease to hold the office.
Deputy
There is no vice or deputy president in Mava. The Secretary in the President's Office serves as principal assistant to the president and discharges the presidential powers in their absence. The position is usually combined with that of Senior Secretary of the Cabinet, which is an honorary post. If the Secretary in the President's Office is unable or unwilling to serve as acting president, presidential power is shared between the cabinet and the Speaker of Congress.
