Urban and Rural Roads in West Monroe are owned and maintained by the West Monroe Department of Transportation (WMDOT). While the system was originally concieved to connect rural areas that were underserved by the primary highways to major urban areas. State guidelines suggests that Urbam/Rural roads should be designated to serve areas outside of city limits, though there are many routes that violate the guidelines. Urban/Rural roads cover a wild range of construction standards, from narrow, two lane byways with no improved shoulders, to access controlled freeways. Outside of major urban areas, Rural Roads do mainly consist of the narrower end of the spectrum, though WMDOT has been making an effort to add improved shoulders to the entire network, and rebuild rural bridges on the network to modern standards.
