There are several peristant concerns of the status of human rights in the Holy Traditionalist Empire of Creeperopolis and its vassals of the Principality of El Salvador and the State of the Church.
Constitutional Stance
The Constitution of Creeperopolis of 1833 officially states that Creeperopolis protects the rights of its inhabitants and that ignoring these human rights is unconstitutional.
Title I
Article I
Title I, Chapter I, Section I, Article I of the Creeperian Constitution states:
The Holy Traditionalist Empire of Creeperopolis recognizes the human person as the origin and the end of the activity of the Empire, which is organized to attain justice, judicial security, and the common good of all Creeperans, Salvadorans, Castillianans, and Atlántidans. In that same manner, it recognizes the human person, every human being, since the moment of conception. In consequence, it is the obligation of the State to secure for the inhabitants of the Empire, the enjoyment of liberty, health, culture, economic well-being, and justice. The Empire protects freedom of private property and its sanctity. No one is to be stripped of his property except when it is under any sort of criminal investigation or other reason as ordered by the Emperor, in which case fair compensation is due if warranted.

Documented Cases
Anti-Atheism
Anti-Atheism (Antiateísmo) is an enforced policy in Creeperopolis. Creeperian Anti-Atheism is an ideology and a political movement against Atheism, as a theory and more specifically as it presented itself during the Second Parliament of Creeperopolis (1887-1933/1949) and the Creeperian Civil War (1933-1949). Organized Anti-Atheism developed properly during the Creeperian Civil War with rise of the National Council for Peace and Order, nicknamed the Miguelists. Anti-Atheism was one of the core elements of Romerism and the Catholic Imperial Restoration Council, nicknamed the Romerists.
The first organization which was specifically dedicated to opposing Atheism was the Catholic Imperial Restoration Council which fought in the Creeperian Civil War starting in 1933 against the recently established National Council for Peace and Order. The Romerist movement was militarily supported by several allied foreign governments which represented the first instance of Anti-Atheism as a government policy in Creeperopolis. The Romerists defeated the Miguelists and Creeperopolis was stabilized in 1949. Following the civil war, the Creeperian Initiative was established with Anti-Atheism as one of its core ideologies.
The Creeperian Government continues to impose Anti-Atheist policies.
The Creeperian government has severed ties with Morova and Terranihil due to their atheist tendencies and has extremely strained relations with Willdavie. Creeperopolis' relationship with Quebecshire has remained intact due to their support in the Creeperian Civil War and due to its purchases of sugar. In Creeperopolis, practicing Atheism is punishable by the death penalty.
Government Executions
On January 19, 2020, the Creeperian government executed 10 Atheists in Atlántida.[1]
Extrajudicial Executions
On January 19, 2020, Creeperian villagers in San Miguel tortured, crucified, and burned an Atheist alive.[2] Following a protest by the Morovan government[3] later that day, the same villagers broke into a house home to a suspected Atheist family. The family of four was forcibly taken out of their home, crucified, and burned alive by the villagers in protest to the Morovan government's condemnation.[4]
On January 27, 2020, atheists across the department of San Miguel were burned alive in their homes with several more being crucified.[5]
On February 3, 2020, an atheist was crucified and burned by villagers in front of Morovan journalists fimling a documentary on the killings of atheists in the department of San Miguel.[6]

Diplomatic relations with Morova have been cut since 1920/1933. Supreme Leader Fyodor Ivanovich unexpectedly visited Creeperopolis in September 2019 following the arrest of a Morovan man possessing a pro-atheist communist pamphlet[7], marking the first time Morovan and Creeperian leaders met. The event has not been notified to the Creeperian public.
The Third Senvarian Insurgency (1934-2020) against the separatist Senvarian Liberation Front was seen as an armed Anti-Communist struggle in Creeperopolis. A death squad, the Sombra Negra, targeted Senvarians and communists since its establishment in 1940 by Adolfo Rivera López during the civil war. FRENAMI sees vigilante justice as the only way to cleanse Creeperopolis of communism. There are allegations that FRENAMI may be funded or operated by the Creeperian government, which denies the claims.
Criminal Justice
Prison System
Creeperian prisons have been reported as "harboring the harshest living conditions ever seen on the planet."[citation needed] Up to six prisoners are reportedly crammed into cells built for only one inmate. Prisons are also reportedly overcrowded far beyond capacity. Prison guards have been reported to have been authorized to use deadly force on inmates deemed "out of line."

Executions
Capital punishment is a legal penalty in Creeperopolis which is currently used in all 29 departments, the Papal State, El Salvador, and the military. Its existence can be traced to the Old Kingdom of Creeperopolis (537AD-745AD). Creeperopolis is the only nation on the Southern Landmass that applies the death penalty regularly. A total of 3,265 were executed in 2019.
Death sentences in Creeperopolis are pronounced almost exclusively based on the system of judicial sentencing discretion, the Creeperian Bible, or the Creeperian Constitution. The rise in death sentences during recent decades resulted from a concerted reaction by the government and the courts to a rise in violent crime during the Third Senvarian Insurgency, Mara War, Castillianan Insurgency, and Deltinian Insurgency.
Methods of execution include beheading, burning, crucifixion, falling from helicopter, firing squad, gas inhalation, hanging, and stoning.

Specific Cases

On February 13, 2020, Alexander II sentenced 7,109 prisoners from the 2020 Creeperian Putsch to death.[29] The 7,109 prisoners from the putsch were dragged from their cells a day early and executed on February 13, 2020, instead. As mandated, low ranking soldiers and officers were executed by a firing squad. The executions are expected to be complete by 6:30pm SST Meanwhile, all high ranking soldiers and officers were hanged. The executions are expected to be completed by 9:00pm SST. Field Marshal Joaquín Barrueco Dengra, the leader of the coup, was treated as if he were an atheist in San Miguel. He was crucified in front of the San Salvador Imperial Palace and burned alive. The public execution was witnessed by a crowd of an estimated 3,500,000.[30]
On February 24, 2020, Antonio Gisbert Alcabú, President of the Creeperian Government-in-Exile, was sentenced to death in absentia by Emperor Alexander II on 15 cases.[31]
Criticism of Government Practices
Although human rights are protected by Title IV, Chapter III, Section I, Article XXV of the Creeperian Constitution: "The Empire protects the basic human rights of all individuals. (Does not apply to convicts)," it clearly states human rights do not apply convicts, and even then, upholding human rights in southern Creeperopolis is a serious issue.
It is reported that "Widespread human rights violations committed by the Romerists during the Creeperian Civil War (1933-1949), by the regimes of Romero II, Romero III, Alfonso VI, and Alexander II, and by the Armed Forces of Creeperopolis in Senvar remained unpunished."[citation needed] Reports also assert that the government is currently misusing anti-terrorism laws to detain and harass political opponents of the government and suspected Senvarian Liberation Front and Mara Salvatrucha members. In addition, reports drew attention to several instances of unlawful police killings, which remain fairly common. Other current issues in the past 10 years include missing convicts, failure of law enforcement to properly investigate prosecute crimes against Senvarians and Senvekians, and rendering organized labor unions illegal.
Discrimination against LGBT people, atheists, and apostates in Creeperopolis is very widespread. According to a survey conducted in December 2019, 89% of Creeperans believe that homosexuality should not be accepted by society, another 92% believe that atheism should not be accepted by society, and another 98% believe that apostasy should not be accepted by society. Death penalty is enforced across the nation against homosexuals, atheists, and apostates. Many villagers carry out extrajudicial executions of homosexuals, atheists, and apostates without official government approval. The government has failed to bring an end to these extrajudicial executions and even encourage these executions.[citation needed]
TCN Criticism
The Terraconserva Council of Nations has criticized Creeperopolis for allegedly violating human rights three times since September 2019.
TCN Resolution 002
TCN Security Council Resolution 002, officially called Condemnation of Creeperopolis and the Suggestion of Sanctions (002), was discarded by the Terraconserva Council of Nations Security Council on September 30, 2019.[32]
In the resolution, Malgax accused Creeperopolis of "committ[ing] numerous crimes against humanity within its decades long conflict between it and the Senvarian Liberation Front" and that Creeperopolis "massacre[s] civilians and prisoners of war [and destroys] civilian institutions such as hospitals, schools, and other essential buildings required for a population's well being." Malgax called for the TCN to denounce the actions by both the Creeperian government and the terroristic organizations in Creeperopolis, suggested the implementation of sanctions upon Creeperopolis, and demanded the condemnation of Creeperopolis.
The bill failed to pass with a vote of 2-6-5.
TCN Resolution 004
TCN Security Council Resolution 004, officially called Condemnation of Creeperopolis (004), was discarded by the Terraconserva Council of Nations Security Council on January 12, 2020.[33]
In the resolution, Morova made baseless claims that Creeperopolis was "eradicat[ing] [Deltinian] Muslims" and that Creeperopolis is "dictatorial [in] nature" and does not give human rights to minorities in the nation. Morova called for nations to declare such actions "immoral" and demanded the condemnation of Creeperopolis.
The bill failed to pass with a vote of 3-4-6.
TCN Resolution 006
TCN Security Council Resolution 006, officially called A Resolution to Launch an Investigation Into Creeperopolis (006), was adopted by the Terraconserva Council of Nations Security Council on January 14, 2020.[34]
In the resolution, Greater Sacramento, Paleocacher, New Gandor, and Eminople did not accuse nor deny that Creeperopolis violates human rights or commits war crimes. The four called for an official investigation into the government and armed forces of Creeperopolis.
The bill passed with a vote of 6-3-4, but no investigation was ever conducted.
