A constitutional referendum was held in Akashi on 25 June 2011. Voters approved a series of constitutional amendments presented by the Kōko Kaga government, which included:
- Revising the preamble and text to describe Akashi as a "social state".
- Reforming the official phrasing of referendums to prevent confusion in cases of referendums to abolish laws.
- Creating a Social and Environmental Council, an assembly of experts and public representatives to advise the Cabinet, National Assembly, and local governments on economic, environmental, and social matters.
- Strengthening participatory economics through decentralised planning and local referendums.
- Replacing mentions of private property in the constitution with social ownership, common ownership, and personal property.
- Revising the text to declare that all economic activities in Akashi must be based on the "public benefit".
- Requiring perpetual public ownership of natural resources and strategically important sectors.
- Introducing new articles governing resource management, based on the principle of sustainability.
