A presidential election was held in Akashi on 24 June and 1 July 1995.

Incumbent Emi Hanamura was challenged for re-election from the left by the Communist Party, Socialist Party, and New Frontier Party, and from the right by the newly-consolidated United Reform Party. Given her high approval ratings, her re-election was seen as inevitable.

Emi won the first round with 43,7% of the vote, a lead of 21% over her nearest rival, the CP's Hiro Tabata. The SP's third place finish was interpreted as a sign of its recovery after its poor showing in 1990, encouraging the party at a time when it was speculated it would be overshadowed on the left by the CP. The URP's nomination of a Goth candidate helped win it plaudits for diversity, earning a respectable 11,4% of the vote.

The second round saw Emi re-elected with a slightly diminished majority, and won majorities in 3 provinces, with Hiro carrying Kobi and Shimachi.
