The Executive Council (Xiaodongese: 行政会; xíngzhèng huì) is the executive government of Xiaodong, serving in a role equivalent of a national cabinet. It is headed by the Premier of Xiaodong and appointed by the State Presidium with the confidence of the Legislative Council, enforcing laws that are passed by the State Presidium. It has 18 permanent members.
The Executive Council in its current form has existed since 1942. It is subordinate to the State Presidium in executive matters with the latter being the highest executive, legislative and judicial body in Xiaodong but in much of the day-to-day administration of the country continues to be the main force. Many members of the Executive Council also are members of the State Presidium including the Premier, Vice-Premier and Ministers of International Relations, Defence and Finance.
The current Council of Ministers was formed after the resignation of Yuan Xiannian and assumption of power of Xi Yao-tong in November 2016.
