The Eagleland has a strict penal, as well as civil, punishment system for the possession, use, trafficking, supply and sale of prohibited and/or controlled psychotropic substances. Punishments range from compulsory rehabilitation programmes and deprivation of political rights, to heavy fines, imprisonment and capital punishment.

However, the Federal Government, via the Controlled Substances Service of the Ministry of Public Order, provide rehabilitation programmes to addicts by providing psychotropic substances for free, utilising seized substances, or bying or raising such substances in controlled environments and restricted-to-the-general-public areas, thus attracting addicts to the programme and forcing illicit suppliers out of the market, who are unable to provide psychotropic substances for free.

Belhavian laws on recreational drug use are among one of the most strident in Pardes. All recreational use of all types of drugs (with the exception of alcohol, caffeine, and certain medicinal over-the-counter drugs) is banned, and punishments for possession, use, trafficking, and creation of recreational drugs are very severe, with sentences going as light as heavy fines to several years in prison to capital punishment.

Notes Due to the Rodarian theocratic constitution, laws on recreational drugs are among the most severe in Pardes, the use of medicinal drugs for recreational use will result in 5 years imprisonment and a 3,200 Leu fine to the local chemist for wasting the drug. The use of drugs is also results in severe punishments, trafficking and the production of drugs depending on the individual case will lead to the death penalty. Alcohol is one of the lowest taxed products in the Papal Republic. Parents who are found guilty for drug offences have their children taken away by the National Child Protection Service and placed under for adoption or giving to another family member, the parents are banned from seeing their children until 20 years after they serve their sentence.

Anikatia has some of the strictest laws on recreational drug use within Pardes, with the notable exception of caffeine, some over-the-counter medicines and alcohols. All drugs for recreational use are are completely banned, excluding the sales of liquor. While the former Democratic Socialist Republic of Anikatia initially tried to institute a total prohibition. However, the ban ineffective with heavy smuggling and bootlegging becoming commonplace as a result it was quickly lifted by 1952. While legal alcohol remains highly regulated and heavily taxed with many states enforcing some limits on the public sale of alcohol. The exceptions are the autonomous and special administrative territories which enjoy a even greater degree of freedom in the production, public sale. Punishments for possession, use, trafficking, and creation of recreational drugs, are severe although not as harsh as many nations within world, with minimum punishment of substantial fines, to the maximum being long term imprisonment.

Notes Prestonian drug laws are considered moderate in comparison to those elsewhere; alcohol, cannabis, caffeine and tobacco are legal. Caffeine is not considered to be a drug in Prestonian law or society and is not regulated as-such. The minimum age of consumption for alcohol and tobacco is 17; consumption age for cannabis is 20. Underage consumption or possession is typically a misdemeanor; the Courts typically address this by means of fine, community service or other youth-diversionary programming. Methamphetamine is legal with doctor's prescription and various forms are used to treat ADD and ADHD; similarly, DXM is permitted with a doctor's prescription. The possession, use or sale of these without prescription is a felony, as is the possession, use or sale of any other proscribed substances. Methamphetamine, opium and club-drug use are considered serious issues in Prestonian policing owing to their perceived connections with organized crime. Despite its legality, the use of cannabis is somewhat frowned upon socially. Smoking of any substances in public spaces is generally forbidden by municipal law.
