Salmuria (Salmurian: Sarldêtiš 𐤮𐤠𐤭𐤩𐤣𐤶𐤯𐤦𐤳), officially the Great Nation of Salmuria, Abode of Heavenly Peace (Salmurian: 𐤠𐤫𐤫𐤥𐤶𐤮𐤦 𐤲𐤠𐤪𐤲𐤤𐤩𐤠 𐤮𐤠𐤭𐤩𐤣𐤶𐤯𐤦𐤳, 𐤡𐤦𐤭𐤠 𐤹𐤦𐤥𐤠𐤮-𐤲𐤤𐤩𐤠𐤫𐤰 𐤪𐤦𐤤𐤭𐤠𐤣) is an independent island country in Atusia in the Sea of Kasai and its closest neighbor is Kendal. it is officially a temple state governed by the 3 avatar gods of the Qibirad, however, most of the day to day governance is conducted through a large bureaucratic system with a tricameral parliament. It has roughly 90 million inhabitants. Salmuria also has 3 official capital cities being Enkoth, Salmus, and Idulula each named for their Qibirad incarnate god with Idulula being largest of the 3 and hosting the Lower and Upper houses of the Annilaleaara.

Etymology

Salmuria is an anglicized version of the native name "Sarldêtiš", it is unknown exactly where the name Sarldêtiš comes from but it is most likely believed to come from either the original name of one of the 3 capital cities or from an old Naciwas kingdom in mainland Atusia.

History

Pre Naciwas History

Before the arrival of the Naciwans the island of modern Salmuria was inhabited primarily by Moreuans in the North and East, and Malays in the South who have established multiple small trading clans and kingdoms.

Arrival of the Naciwas

It is unclear exactly when the Naciwas migrations started but it is most likely it began during the decline and collapse of Naciwan kingdoms on mainland Atusia in the northern Sea of Kasai region. The migrations and conquest of Salmuria began with bands of Naciwan Mercenaries being invited by certain Moreuan or Malayic clans to later settle in the fertile Western coasts. Soon the income of Naciwans would increase exponentially with entire family clans migrating over, and colonies of Naciwan cities back in northern Atusia being established. The Naciwans would overtime greatly outnumber the native populations on the island and Naciwan religion would dominate gradually evolving into modern Qibirad.

Qibirad is the official state religion of Salmuria with the vast majority of Salmuria (90-95%) adhering. Other religions are largely practiced by ethnic minorities and foreigners residing in port cities where they are permitted to construct their own religious temples, the most famous example of this is in the port city and capital Salmus.

The largest region in Salmuria not inhabited by majority Qibirad adherents are the Lefsan Islands.

Language

Most of the population speaks Salmurian, the country's official and national language. Others include speakers of other Naciwan languages, within the greater Parthenian-Trianian family, and languages belonging to other ethnicities.

Education

Education in Salmuria is partially centralized. K-12 is compulsory and supervised by the Education Bureau as part of the Board of Rites and Procedure, who largely set nation-wide standard which individual gujds are expected to maintain. Higher education is supervised by the Examinations Bureau within the same board, which largely is responsible for the creation of standardized testing and Kappwud exam. Literacy among people aged 15 and older was 96% in 2020.

The requirement to enter into higher education is to have a high school diploma and pass the Salmurian University Entrance Exam. Salmuria's higher education is sanctioned by different levels of diplomas, including an Associate degree in two years, a bachelor's degree in four years, and a master's degree in two years, after which another exam allows the candidate to peruse a doctoral program.

Government and Politics

Ciwas

The three Ciwas, official concurrent heads for the Qibirad Gabira, are the concurrent Heads of state who govern through a form of triarchy, religiously they are seen to be the perpetually reincarnated forms of the three earthly divine regents the goddess Kuvala sent to rule Salmuria following the collapse of the ancient Omfali Dynasty. They are largely responsible for overseeing and managing religious policy and so much of their governing authority is delegated to their Fakaweas who they directly appoint to act as heads of state on their behalf. In general they are expected to be "above petty politics" and remain neutral in partisan affairs. They also have the final authority to approve or reject judicial appointments by the Serlitoru.

Officially they have broad and wide ranging political power able to dismiss any official or politician at will as they are literally seen as the incarnations of deities, however, this use of power is exceptionally rare only having been used during incredibly rare circumstances. Typically they confirm the election of the Serlitoru in the Brigaslaleaara and confirm various legislations and political appointments.

The Nãrênau religious order is responsible for "discovering" the next Ciwš upon the death of one. The Ciwas typically are expected to give hints on and write about where they plan to be resurrected upon their death to continue their cycle of resurrection and regency. The order, while historically have been a predominantly male order has in recent years shifted to being nearly all women as part of the extreme initiation practice men are expected to undertake to join the order.

Serlitoru

The Serlitoru is the head of government and is de facto the highest-ranking political authority in Salmuria while technically being under both the Ciwas and the Fakaweas. The Serlitoru is elected by the Brigaslaleaara immediately following a general election by universal suffrage in which parties putting forward candidates, and individual perspective MBs are expected to announce the candidate they will vote for and endorse for the office. Typically following general elections allied parties will negotiate with each other on which of their proposed candidates will lead the government and coalition. General Elections are held once every 4 years and the Serlitoru may not retain the office for longer than 10 consecutive years and the Brigaslaleaara is forced to elect a new Serlitoru if one has served for longer. The Serlitoru may also be removed at any time during his or her tenure by the Brigaslaleaara or Gujdlaleaara by confidence vote. The Vidqeleaara does not have this ability. The Serlitoru is comander-in-chief of the Army, the head of the National Boards, and has the power to declare a state of emergency with consent of Annilaleaara.

The Serlitoru is responsible for the implementation and protection of the National Covenant of Salmuria, and the exercise of executive powers in implementing legislation passed by the Annilaleaara and following advisory decisions by the Vidqeleaara and has the right to preside over Vidqeleaara debates. The Serlitoru is empowered to sign treaties on Salmuria's behalf with the consent of Annilaleaara, unless the Ciwas intervene. The Serlitoru is also responsible for proposing a state budget to be approved by the Brigaslaleaara and Vidqeleaara. The Serlitoru also oversees the appointment of key positions to the various Boards and Bureaus of Salmuria, as approved by Annilaleaara and Ciwas.

Legislature

The Annilaleaara is the tricameral parliament of Salmuria including the Brigaslaleaara (lower chamber), the Gujdlaleaara (upper chamber), and the Vidqeleaara. The majority of legislative powers are entrusted to the Brigaslaleaara and Brigaslaleaara, whose members are elected once every 4 years and may hold their positions for as long as they are reelected provided they aren't removed mid tenure. The three together are responsible for approving the budget for each fiscal year. The rest are done by the Brigaslaleaara and Gujdlaleaara with the Vidqeleaara able to pass binding "recommendations" which the rest of the parliament is forced to address in legislation, however, it does not enforce any ruling or method of solving. The Ciwas hold absolute veto power over the Annilaleaara, however, this is exceedingly rarely used as a part of the "above petty politics" understanding.

Every MB and MG is considered eligible to draft legislation which will then be reviewed by the respective committee before being submitted to the troserd who will add it to the agenda. Legislation requires a simple majority to pass the Brigaslaeaara, after which it will be submitted to the Gujdlaleaara. Upon being passed by both of the "primary" chambers it will be signed by the Serlitoru and sealed by the Fakaveas on the Ciwas behalf (they may seal it themselves if they so choose) into law. If the Serlitoru withholds his signature the Vidqeleaara will hold a vote on the legislation and if they approve it the veto will be overturned. A veto by the Ciwas may not be overturned although vetoes by the Ciwas are exceedingly rare.

The lower and newest house is the 450 member Brigaslaleaara which is elected through closed party-list proportional representation. Each party running for seats in the Brigaslaleaara is required to publish a document detailing their primary goals for the coming term, a list of 450 potential MBs, and a person whom the party endorses for Serlitoru. (Typically upon the formation of a coalition, assuming no party can govern on their own, members of the coalition will usually all vote for the lead party's serlitoru candidate.) The Brigaslaleaara will also elect the Troserd of the Brigaslaleaara alongside the Serlitoru as the Serlitoru's deputy and presiding officer over the Brigaslaleaara. MBs once in office may not be removed by their party. An MB can be removed in one of two ways: either the Vidqeleaara launches a probe and rules the MB incompetent of the office through misconduct or the MB can be found unfit to serve office through being convicted of a crime in a criminal court. In the case of removal, resignation, or death of an MB his or her spot will be taken by the next person on their party's list who is not holding any official political office.

Gujdlaleaara

The Gujdlaleaara is older than the Brigaslaleaara and consists of a delegate from each district, plus additional delegates sent directly from each Gujd local parliament, and some districts being permitted to send more than one delegate. There are 80 "voting" districts, 8 of whom (3 capital cities, 4 gujd capitals, and Nefal city) are permitted to send 2 delegates instead of 1, 3 delegates appointed by the Fakaveas on the Ciwas's behalf for life, 7 from each of the Gujd legislatures, 4 elected from within the Temple Reserve Territory for a total of 123 delegates, of whom 92 are elected directly and 28 indirectly. All members of the Gujdlaleaara are expected to be politically independent, although it is common for individual political parties to endorse one or multiple candidates in a district race. Gujdlaleaara elections are held in a FPTP system in each district. MGs may not be removed during the duration of a term.

Vidqeleaara

The Vidqeleaara is actually the oldest of the three chambers in the Annilaleaara and it is unique in that it was originally founded as a fiscal advisory board. Rather than delegates being elected nationally or by district as with the other two chambers the members are from various guilds, Unions, institutions, or other social groups recognized by the Salmurian government to send a set number of representatives to the Vidqeleaara. Each recognized group is free to set its own internal rules of how often it reelects its members, how long they go, and who is eligible to sit on their group's behalf. To register for a group a person typically must be of legal voting age (18) and not be a member of any other group, some groups require a petition including proof that the applicant is indeed a member of the group applied to, for example proof that they are an educator if trying to join the Teachers' Guild.

While in terms of legislation the Vidqeleaara is quite weak they do have some key powers and responsibilities. First, they have the right to pass "Recommendations", typically relating to labor law, or other social issues which the Brigaslaleaara is required to hold a vote on, however, the Vidqeleaara cannot enforce a decision on how to write the legislation on their recommendation or if it passes. The Vidqelaara is also empowered to overturn vetoes by the Serlitoru. Finally, they have the official position of "defender of the people" and "prosecuting attorneys against the government" and are empowered to launch probes and investigations against any government institution to locate and expose corruption or misconduct and oust any member of parliament or order a reform within a government Board and or Bureau. They may also recommend to the Supreme Court that a piece of new legislation be reviewed for legality, however, this does not imply a ruling by the court.

Military

Salmuria's armed forces are both a model of a professional modern force and at the same time a relic of Salmuria's ancient and traditional form of governance. Salmuria's Armed Forces consist of the Green Standard Army, the The Four Banners, the Qibirad Millitant Orders, and the Salmurian Navy. There is no separate air force branch as the four banners and the green standard army each maintain their own planes as does the Salmurian navy.
