The 1999 Garetolia Film Festival was the first showing of the event, held from 19 December 1999 to 25 December 1999. Like every other event of the type, it featured 13 films. The prize for Best Comedy was awarded to Da Makeing of Gramr, the prize for Best Action was awarded to He's Mine, the prize for Best Horror was awarded to The Mailman, and the coveted Best Film award was given to He's Mine.

| Blast! | A drama film that shows the events leading up to a naval battle. The term "Blast!" can be used as a substitute for an expletive, but is also used in the Garetolian armed forces to alert an incoming artillery strike, giving the film's title a double meaning. | |
| Jack is Back | A comedy-drama about a man who returns to college to finish the last three months of his education, only seven years after he dropped out. | |
