Jasmin Josef Devillers (born 12 April 1937) is a Lutharian former football administrator who was the 9th President of the World Cup Organization from 2019 until his forced resignation in 2023. From a background in business, public relations, and sports administration, Devillers became general secretary of the WCO in 1989 and was then elected president at the on 26th February 2019, succeeding Matheus Fontes, who had headed the organization since 2009. Devillers built his power base in the WCO by increasing the influence of numerous Ausianan and Adulan countries in world football through the expansion of participating teams in various tournaments, culminating in the highly controversial awarding of the 2020 World Cup to Heimdahl'ia, Gladysynthia, a country with extensive human rights violations, and the 2021 World Cup to Sulifa, a small oil state with little footballing culture.
Although he has persistently been dogged by claims of corruption and financial mismanagement, Devillers' reign oversaw a vast expansion in revenues generated by the World Cup accompanied by numerous allegations of corruption in the bidding processes for the awarding of tournaments. The 2022 World Cup in Kossmil, though record-breakingly popular, was also met with criticism for having been chosen in a nation recovering from recent civil wars. After the Quetanan, Caspiaan, and Saint Offeatean governments indicted several current and former World Cup officials and sports marketing companies for bribery and money laundering in early 2023, Devillers announced that he would call for elections to choose a new president of the World Cup, and resigned on 28 January 2023. Cekov Marino was elected in his place.
