Tobías Fernando MacGruther y Carmichael GCSI (13 February 1975) is the incumbent president of Ilari, holding office since 13 September 2027. He is also the President pro tempore of the South Amerigonna Economic Partnership. Previously, he served as the 26th Permanent Representative of Ilari to the Forum of Amerigonna States from 2022 to 2026, Deputy Minister of the Economy and Finance from 2018 to 2022, and a Member of Congress from 2014 to 2022.

MacGruther was born in 1975 to third-generation Accordish Ilarian citizens Gustavo MacGruther and Violeta Carmichael. He grew interested in economics after witnessing the economic boom under Armando Kanbayashi's presidency, and was later inspired by politics from the resentment of Kanbayashi's authoritarian policies and personality cult. He graduated from the National University of San Carañá the Abbot, Contacaya with a Bachelor of Science degree in Economics and a minor in public administration, and obtained his Master's Degree from the Sorata Institute of Economics. He first was associated with the center-right Progeso Popular in 2005, but left for the right-libertarian Frente de la Libertad in 2012 after being disappointed with the former party's direction towards continuing Kanbayashi's policies. He was elected into Congress in the 2014 Ilarian general election for the San Ignahuanaca Norte constituency.

During the FUA Crisis, MacGruther was appointed Deputy Minister of the Economy and Finance in 2018, offering sound economic inputs and insights, which played a role in stabilizing the Ilarian economy during the war, and restoring it to its pre-war state post-conflict. In 25 November 2022, after the 2022 Ilarian general election, MacGruther was offered to head the Ministry of the Economy and Finance by reelected president Mónica Miranda Sacristán. However, he was never sworn in due to the invalidation of Sacristán's election due to the Sacristávideos scandal put forward by Juan Martín Pareja which precipitated the 2023 Ilarian political crisis. After Pareja was sworn in, MacGruther was appointed the country's 26th Permanent Representative to the Forum of Amerigonna States, a position which he served to bring about an effective response to the WIRS Pandemic despite Pareja's growing mishandling of the response. As the second wave was underway, MacGruther warned Pareja of the consequences and tried to persuade him to an early response, but to no avail. He was then sacked as Permanent Representative as he tried to expose the Ilarian government's ineffective response to the pandemic. MacGruther then led protests calling for Pareja's resignation, which became a springboard for his presidential campaign. After Pareja's impeachment on 15 January 2027, MacGruther ran for the presidency, his campaign being marked by his eccentric, boisterous personality and blunt criticisms of the government's administration and handling of the economy and the pandemic response. He was then elected during the 2027 Ilarian general election. Subsequently, he was elected President pro tempore of the South Amerigonna Economic Partnership

During the first years of his presidency, he slashed government spending, abolished a number of ministries deemed useless in the administration, cut taxes, and reduced inflation from 15.5% to 3.7%. While his former two actions garnered protests from the workers and officials and advocates of Pareja, he proved a popular president. Furthermore, at the conclusion of the Chalcedonic War, MacGruther was able to restore Ilari's economy to its pre-war state, which increased his popularity. However, due to his alignment with the Heimdallr Council and his vehement outspoken dislike of the global neoconservative movement, he was ousted in a Neocon-funded coup d'état on 21 March 2031 by Pareja. MacGruther then urged his supporters to commit to civil disobedience and insurgency, instigating the Ilarian Civil War. After Pareja's surrender and resignation due to the Kataibatic Event, MacGruther took office again on 26 May 2039.

MacGruther's presidency remains one of the most effective and appreciated in Ilari, with public approval ratings marking significantly high. On account of his character, ethnicity and presidential campaign, he is also known as Su Franqueza, meaning "His Outspokenness"; El Accordés, meaning "the Accordsman"; and Hombre de Motosierra, meaning "Chainsaw Man", respectively.
