The Military occupation of Dragonica Legium began in May 1589, after the Imperial Council of Dragonica was overthrown by the Shinkei Regional Control Army following the council's opposition against the Organization of Shinkei and the Federation of The Ten Kingdoms. A coup was launched by the SRCA, during which a temporary government, the Dragonican Interim Government, was put into power. The Empire of Dragonica Legium was quickly turned from a puppet state with theocratic council, to a neo-colony under the dual authority of decentralized native Pro-Shinkei local councils and Shinkei military administration.

The Empire of Dragonica Legium was one of the three major powers on the Jūmin-ryōiki Island before being subjugated by the Nihonjin forces in the War of The Thousand Flowers and becoming a preservation state under the Federation of The Ten Kingdoms. Dragonica Legium was also one of the most unstable states under the Organization of Shinkei. Throughout the war and occupation, civil unrests were constant, forcing the Organization to establish the Nihonjin-Dragonican Civil Army, an auxiliary force that upheld the stability of Dragonica Legium.

The Imperial Council of Dragonica was a council formed by theocratic Dragonican noblemen, usually picked by the Organization for easy control. Years leading up to the occupation were ridden with corruption from the Imperial Council, opposition from the people and local council, and massive civil unrest in Yarjerit, the Empire's capital. In 1585, the Imperial Council began to bring up the subject of Dragonican independence and pushed for total independence from the Federation and the Organization.

The rising awareness of Dragonican for independence caused the Organization to step in. Claiming that there was requested assistance by Pro-Shinkei Dragonican, the 14th Shinkei Regional Control Battalion invaded Dragonica Legium on 11 May 1589, and by late June, they had destroyed the armed resistance of both the Imperial Dragonican Army and the populace. Following the controversial creation of the "Dragonican Interim Government" which many said was not a genuine act of self-determination, the Shinkei Organization declared the creation of the State of Dragonica Legium with a provisional government.
