The Pythian Union is the federation based entirely within the continent of Pythia. Established in the 19th of Florentina 1612, and was created with the purpose of providing the nations of Pythia with peace and prosperity. The union provides a strong unified currency for all union members.

Organization

Union Nations

The PU is a union of nation-states. The member nations are referred to as Union Nations.

Joining

Non-Union Nations can apply for membership. If their application is accepted by a Council 65% Vote, the nation becomes a Union Nation.

Kicking

A Union Nation can trigger a Kick-Initiative targeting another Union Nation. If the initiative is accepted by a Council 75% Vote, the targeted Union Nation becomes a Non-Union Nation.

Union Council

The Council is the legislative body of the Union. Each nation sends representatives to act as councilors on the nation’s behalf in the Council. Each nation has 1 vote, which it can split over a chosen number of representative councilors.

Votes

The Council holds votes to make decisions. Per default, decisions require a simple majority approval to be passed. X% Votes require at least X% approval to be passed. >X% Votes require more than X% approval to be passed.

[OOC]: Nations inactive for more than 1 week temporarily lose their voting privileges, until they return. So decisions will not get blocked by too many inactive members.

Remove and Return Voting Privileges.

The Council can remove a councilor’s voting privileges with a successful 75% Vote. The Council can return a councilor’s voting privileges with a successful >50% Vote.

Dismiss President

The Council can end a President’s Term with a successful 75% Vote.

Union President

The President holds representative authority. They organize Union meetings. The President sets the direction of the Union for the time they serve. The President leads the Union Ministry. They can create, dissolve, and reform Institutes and appoint Ministers. These changes must be approved by the Council by Majority-Vote.

Terms

Each nation is placed on the Presidency List. At the start of a Term, the nation at the top of the List installs a representative the President. At the end of a Term, the current Presidential nation is moved at the bottom of the List. A Non-Union Nation becoming a Union-Nation will place them at the bottom of the List.

A Presidential Term lasts 2 IRL months, and however long that is IRP.

Vice Presidents

The President can appoint a line of Vice Presidents. The Vices follow a linear hierarchy with each other. The President on top, followed by the 1st Vice, the 2nd Vice, et cetera. They have the same powers as the President, but can always be overruled by the ones of higher rank.

Union Ministry

The Ministry is the executive branch of the Union. They make up the Institutes of the Union. Each institute is led by a Minister.

War

PU War

If the PU as an entity enters a war, all Union Nations become participants in the war. They must provide active military, logistic, and strategic support to achieve PU interests in the war.

Defense

If a Non-Union Nation or organization declares an offensive war against a Union Nation, they declare war on the whole of the Pythian Union. The PU enters a defensive war.

Offense

The PU can start an offensive war with unanimous approval of the Council.

Peace

The PU can decide to sue for peace by a by a Council >50% Vote.

Private Nation War

Union Nations can start their private offensive wars. The PU will not be forced to join into any private offensive war. The PU and the individual Union Nations are free to support or join the war.

Council Approval

A nation wanting to start a private offensive war needs Council approval by >50% Vote to do so legally. Starting such a war without Council approval carries Penal Class 1.

Inter-Union War

Union Nations are forbidden from starting an unprovoked attack against another Union Nation. Breaching this law carries Penal Classes 0 & 2.

PU Law

Agreements

Union Nations can make agreements with each other under PU Law. They define the terms and consequences in case one side breaches the agreement, usually Penal Class 2.

Union Court

The Court interprets PU Law. Judging actions by Union Nations legal or illegal. The Court can impose punishment on Union Nations.

Court Setup

From every Union Nation a random individual will be selected from a pool of applicants that fulfill requirements. They will be appointed as lifelong judge to the Union Court.

Law Breaches

Some breaches have officially suggested Penal Classes. A Penal Class contains a set of suggested punishments, of which several might be applied. The Court is generally very free to pick or mix Penal Class and punishment instead of sticking to the suggestions. The nation causing the breach is the Perpetrator. The Victim of the breach can be another Union Nation, or the Pythian Union itself.

Penal Class: 0

• The Perpetrator is kicked from the PU.

Penal Class: 1

• The Perpetrator loses its voting privileges.
• The Perpetrator loses some or all its Minister positions in the Pythian Ministry.
• The Perpetrator ends its current Presidential Term immediately.

Penal Class: 2

• The Perpetrator pays reparations to the victim. (These can come in forms of monetary, resources, or territory.)

Agreements

Pythian Treasury

Projects of the Pythian Union are funded by the Pythian Treasury. Union Nations pay into the treasury proportional to their Total GDP.

Pythian Economic Circle

All Union Nations are part of the Pythian Economic Circle [PEC]. It guarantees the free movement of goods, capital, and services between all nations in the PEC. Non-Union Nations may also be accepted into the PEC.

Pythian Free Movement Circle

Member nations can choose to join the Pythian Free Movement Circle [PFMC]. Citizens of the nation can move freely between PFMC Nations, crossing borders without passport. They are free to work, live, and establish businesses in all PFMC nations. Current nations in the PFMC are:

Pythian Central Bank (PCB)

The Pythian Central Bank (PCB) is an institution of the Pythian Union. The PCB makes monetary policy for the Pythian Union, administers the foreign exchange reserves of PU member states, engages in foreign exchange operations, and defines the intermediate monetary objectives and key interest rate of the PU. The PCB has the exclusive right to authorize the issuance of Pythian Dimes.

The bank is managed by Indefinite Color, while the vault is secured by Zÿlwahl.

Branches

The PCB has a number of branches from where it operates locally across the continent of Pythia. These Branches come in the form of local banks, all managed by Indefinite Color. Each of the branches have their unique style of marvelous architecture. One common theme among them is a series of golden chains around a pale sun.

Nexus

All Branches contain a magical gateway leading to the Nexus, in an otherworldly place hidden far from Sparkalia, somewhere in Beyond. The Nexus is the headquarters of the PCB, controlled by Indefinite Color, from where it all is managed. For those untrained of orienting in the Nexus, it may seem like a labyrinth. Grand halls of marble and obsidian. Arrangements of mirrors and stained glass on walls and ceilings and floors. A color theme of charcoal and pale and gold and scarlet.

Black Box

The Black Box is the insanely secured vault of the PCB, connected to the Nexus. The Black Box is used for the storage of all kind of valuable items and sensitive information. It is a great vault for secrets, as whatever enters the Black Box may be forgotten about by the outside world. Behind layers of Chromafey trickery lies an extensive complex of imperviousness. The Black Box is managed by Zÿlwahl. The true nature or makeup of the Black Box is a mystery. Even the select few who can access its depths cannot comprehend the Black Box in its totality. Only one thing is known; it is easier getting in, than out.

Miscellaneous

Language

Uni Pythian / Pythian Common is the most common language spoken on the Pythian continent. The official languages of the Union include Uni Pythian and 1 language submitted by every Member Nation. For all formal documents written by the Pythian Union there needs to be written a copy for each official Union language. The version written in Uni Pythian will be the deciding voice in cases of ambiguity in courts.

Pythian Rose

The symbolic federal plant of our Union, originally cultivated by Indefinite Color, deliberately spread across the continent. The stems are black and thorny. The blossoms consist of a smaller set of eight white petals within a bigger set of eight red petals.

Presidential Scepter

The Presidential Scepter is a symbol of Pythian authority, passed from President to President. Fancy and ominous scepter-like staff, black with an ivory spiral. On its peak hovers a blossom of silver with an intricate pattern of red glowing lines. The flower is engulfed in a red circlet of light, that flickers like a flame and draws a shining trail when the staff is moved. The staff is the carrier of unformed magic potency. The nature of the Scepter's powers is shaped by association with the Presidential wielders, making it a purpose-fitting dynamic tool of magic and presentation.

Motto

The motto of the Pythian Union often spoken is:

which is the short version of the official motto:
