The Royal Imaguan Constabulary (Vespasian: Poliziotto reale imaguana, Western Imaguan Creole: Imakua poliska) is the national police service of Imagua and the Assimas, providing law enforcement to the entire country. In addition to its policing duties, it serves as a paramilitary force as Imagua and the Assimas has lacked a standing army since the end of the Solarian War in 1946.

First established in 1701 as the Imaguan Constabulary (Vespasian: Poliziotto imaguano), the Imaguan Constabulary served the entirety of the Colony of Imagua until 1885, when the Cuanstad Police Department was established to serve the city of Cuanstad. Following the Solarian War, the Assimas Police Force was set up in 1947 to serve the Assimas. The latter two would be merged in April 2002 into the Royal Imaguan Constabulary due to the implementation of the Police Efficiency Act of 2000.

History

Origins

While there is evidence of ad hoc police forces existing on Imagua and the Assimas after the arrival of Eucleans to the islands, a permanent constabulary was only established in 1701, when Heath Findlay was sent to establish the Imaguan Constabulary. From its start, the constabulary had authority over the island of Imagua, providing policing service to all communities on the island. This persisted even during Gaullican rule, although Gaullican law was applied.

After Etruria purchased the Assimas Islands from Eldmark in 1813, the Etrurians established their own police force, the (TBD).

During the nineteenth century, Cuanstad grew to such a point that by the early 1880s, it was recognized by colonial officials that Cuanstad would need its own police force. Thus, in 1885, the Cuanstad Police Department was established.

In 1901, the Imaguan Constabulary became known as the Royal Imaguan Constabulary to celebrate its 200th anniversary.

After the Solarian War, the (TBD) was dissolved, and was replaced in 1947 by the Assimas Police Force, whose task was policing over the newly-annexed Assimas County. That year, the Imaguan Army was disbanded, with the navy and the Gendarmerie transferred to the Royal Imaguan Constabulary. This structure started to cause difficulties, with issues regarding coordination between the three police forces emerging as early as the 1970s.

At the same time, the late twentieth century saw a process of integration into the Royal Imaguan Constabulary, as prior to the 1950s, the Royal Imaguan Constabulary was exclusively Eucleo-Imaguan. In 1952, the first Bahio-Imaguan was sworn in as a constable, while in 1959, the first Coian was sworn in as a constable. However, it was only in 1983 when the first woman was sworn in as a constable in the Royal Imaguan Constabulary. However, even in the 1990s, the Royal Imaguan Constabulary was still "very much an old boy's club," with the highest echelons dominated by Eucleo-Imaguans.

Establishment

Following the election of Agnes Ingram's Sotirian Labour Party to the government, one of the things she set out to do was "unite the three police forces" into a national police force covering the entire archipelago. Thus, her government tabled the Police Efficiency Act of 2000 in August 2000, with the intent of making the police in Imagua and the Assimas more efficient.

At that time, the jurisdiction of the police forces were as follows:

• Assimas Police Force - civilian policing for Assimas County
• Cuanstad Police Department - civilian policing for Cuanstad
• Royal Imaguan Constabulary - civilian policing for the rest of Imagua; gendarmerie and SWAT for all of Imagua and the Assimas, and protection of the President and the Prime Minister

After passing the Chamber of Commons in September, it went to the Legislative Council, where all legislative councillors voted in favour of the measure. Thus, the modern Royal Imaguan Constabulary was to be established on 1 April, 2002, in order to give time to prepare for the transition.

In December 2000, the first chief constable of the united Royal Imaguan Constabulary was chosen, Kingsley Hawkins, who was the police chief of the Cuanstad Police Department, and was the first Bahio-Imaguan to ever head the Royal Imaguan Constabulary. At that point, preparations were being made by all three forces to merge: in January 2001, the budget was passed which, while maintaining policing spending levels, allocated much of them to preparing for the merger.

On 31 March, 2002, ceremonies were held at San Pietro and Cuanstad, with parades by police officers to retire the old colours. At midnight, the Assimas Police Force and the Cuanstad Police Department were legally dissolved, and the Royal Imaguan Constabulary became the sole police force in the country.

Over the first few months, the Royal Imaguan Constabulary continued to work on further integrating the three police forces together. By July, Kingsley Hawkins said that "the police forces have been largely integrated with one another," although old liveries on police cars could occasionally be seen as late as mid-2004.

Contemporary era

In 2006, Kingsley Hawkins retired as the chief constable. Thus, he was succeeded by Serafino De Piero, the last police chief of the Assimas Police Force. Under De Piero's tenure, he oversaw the institution of new policies to "improve the efficiency" of the national police force. However, it was also marred by the Chesterfield incident when on 19 March, 2009, a police officer was shot and killed while investigating a domestic abuse case.

In 2010, the police was restructured so that all areas will have the same number of officers per citizen. While some have criticized it for "shifting needed resources away from major cities (i.e. Cuanstad, San Pietro, and Nua Taois), De Piero justified it by saying that it would help "ensure security in the nation's rural areas."

In 2012, De Piero retired, and was succeeded by Gerald Nivinskas, the first person to have not been a chief constable in any of the preceding police forces. Gerald Nivinskas maintained many of the policies organised by his predecessor, although the Coast Guard was expanded to counter drug smuggling, which had become a major problem.

In 2018, Nivinskas retired, and was succeeded by Miranda Salvati, the first female chief constable in the nation's history.

The Royal Imaguan Constabulary operates in all eight counties of Imagua and the Assimas. With the exception of the Coast Guard, which has bases in Cuanstad, Nua Taois, Saint Fiacre's Town, and San Pietro, the Gendarmerie, who have bases in Cuanstad and San Pietro, and the Imaguan Security Service, whose staff work in Cuanstad, all members of the constabulary work in a county.

As of 2010, the goal for the Royal Imaguan Constabulary is to ensure that each region has "the same level of police officers" to the national average, although there is a requirement to have at least one constable and one administrator in a county.

Ranks

The rank structure of the Royal Imaguan Constabulary was carried over from the former Royal Imaguan Constabulary, which in turn obtained their ranks from the Estmerish colonial militias that were extant during the early years of the Estmerish colony, in addition to the absorption of the navy into the Royal Imaguan Constabulary in 1947.
