On October 8th, 2005, BVI personnel aided local officials in securing peace within the area during the infamous 2005 Kataveza Downtown Bombing which saw the deaths of 294 people. A news station, known as The Freedom Network, caused wide chaos with its broadcasting and scapegoating of other organizations, causing riots to dismantle those specific organizations. Unbeknownst to the public at the time, the "news network" was just a front for terrorism. In 2006, another bombing occurred, this time of a skyscraper in downtown Cadwell. The Freedom Network, once again, used its platform to cause discourse by pointing fingers at a couple of peaceful charity organizations, leading to a very infamous riot towards the charities.
 
The BVI began a large investigation into the network, suspecting them of foul play for accusing organizations without evidence. The five year investigation led to the discovery of terrorism with the head of the network, Kenny Coureia, being responsible for it all. While it was never known why a Vitosian would try to bomb his own country, a threat by the network led to a top secret assassination mission. On February 12th, 2012, Kenny Coureia was assassinated.

To apply to become a BVI agent, one must be between the ages of 24 and 41, unless one is a war veteran, in which case one may apply after the age of 41. the applicant must also hold Vitosian citizenship, be of high moral character, have a clean record and at least three years of professional work experience prior to the application. In order to get a required BVI Top Secret Security Clearance, all potential BVI personnel must pass a series of background investigations, which are conducted by the Office of Personnel Management. Candidates must also pass a physical fitness test and a polygraph test.
