The North Vehemens Organization, often abbreviated as NVO and also known as the Avelon Treaty Organisation, is a military alliance established by the Asterian nations of Cassier, Halland and Nuxica as agreed upon by the Treaty of Avelon. The three powers, as per this treaty, agreed to collaborate in order to establish a mutual defence alliance with significant cooperation on logistic, operational and intelligence fields.
The organization was created following the democratization of Nuxica and the Haillet's crisis, which brought the longstanding Cassien neutrality policy to an end. The NVO's core principle is the automatic and immediate of all signing parties in event of aggression to any of the signatories. Additionally, the NVO centralized strategic management of several aspects of the three nations' armed forces under a joint command.
History
Treaty of Avelon and foundation
Following the Haillet's Crisis, Cassier's neutral and isolationist foreign policy was put in check by its population, with many politicians calling for increased military cooperation with the nation's southern neighbours. Following the democratisation of Nuxica, with whom Halland already had a mutual defence treaty regarding an eventual Chistovodian aggression, policymakers of the three nations began discussions regarding broader defence cooperation between the three countries.
In november 1993, based on the principles defined in the Treaty of Avelon of the same year, NVO's organisational structure began being defined. Initial broad clauses regarding cooperation between parties were further specified, establishing the Joint Allied Command, overseen by the three power's heads of state and composed by the chiefs of staff of each nations' armed force branches, and calling for complete standardization of calibers and overall munitions used by the alliance.

The NVO pursues active cooperation with the ECDTO, given significant overlap in ideals and concerns, primarily in relation to the AIS and Samorspi. The ECDTO is considered a global partner and NVO has participated in many international coalitions with it. Halland shares the naval bases of St. Roberts and Fleming with Estmere, and NVO provides UNREP and broader logistical aid to ECDTO vessels when needed.
NVO and ECDTO have numerous standardization agreements in calibers and part interoperability. Sales of military equipment between both sides are frequent. Though the two alliances are separate, international partnership on R&D, special status for sensible military exports and officer exchanges with the ECDTO and its associates make the two alliances diplomatically close.
AIS
Chistovodia is one of the NVO's two primary concerns in Asteria, due to its nuclear arsenal and tensions with Nuxica. NVO keeps a stance of enforcing oversight of Chistovodia's military restrictions negotiated following the UNNAMED WAR and preventing the expansion of the block through active interventionism, especially in Asteria. AIS presence in Marirana was one of the primary catalysts for broader involvement from NVO in the conflict.
Additionally, Maracao and the disputes over Dunhelm Island draw further tensions between the blocks, given NVO's historic partnership with Imagua, with whom the socialist nation disputes the island.
Samorspi
Narozalica's aggressive policies were the main catalyst for the formation of NVO and it remains a large geopolitical concern. EEZ disputes remain unresolved and NVO exerts pressure on Samorspi and the international community for proper settlement of the Haillet's Crisis.

NVO-AFDC relations are nuanced, given the block's non-binding military cooperation stance and historic divergences with Satucin. However, member states such as Valentir, Imagua and the Assimas and Eldmark have good relations with NVO members, with Valentir having significant cooperation with NVO on matters of intelligence and technology cooperation. Recent tensions and divergences between the two blocks have increased due to NVO presence in the Mariranan conflict.
