The County of Greater Nuxenstat is the capital metropolitan area of the Grand Duchy of Radictistan. Organized and governed as one of the country's seven Counties, the Greater Nuxenstat region is almost entirely urban, creating the city area known commonly as Nuxenstat. It is home to over seventeen million people, about three percent of the national population. Because of its status as the national capital, Nuxenstat maintains one of the most cosmopolitan cultures of all Radictistani cities.

Government

Local government

Greater Nuxenstat is governed along the same line as the other six Radictistani counties. A Lord Governor appointed by the Crown acts as head of government. The Greater Nuxenstat Assembly is the county legislature. Its members are elected every two years by residents under a system of party-list proportional representation. The Assembly has few powers besides approving the Crown's gubernatorial appointments and voting on the County budget as Radictistani counties have little autonomy in regards to legislation. Presently the assembly is dominated by the Fascist Democratic Party with a number of Liberal Democrats and a handful of National Conservatives also holding seats. Greater Nuxenstat is divided into nine metropolitan departments which have responsibility for public health, education, and certain other government functions. Each metropolitan department is administered by an elected council (Radictistani: Departmentsrat) headed by a Ratsprasident.

Law enforcement services are provided by the Nuxenstat Metropolitan Police Department. With thirty-two thousand sworn personnel it is one of the largest subnational law enforcement agencies in Radictistan. Like most Radictistani police agencies, the NMPD uses military-style ranks and enforces a clear distinction between commissioned and noncommissioned personnel.

National government

As the capital of Radictistan, Nuxenstat is host to both houses of the parliament of Radictistan, as well as the primary offices of all government ministries, the Prime Minister's office, and Crown offices. The Palace of Parliament is located in the Riverside Department at the heart of the city. Government offices are scattered throughout the metropolitan area. Greater Nuxenstat is divided into three parliamentary constituiencies. Two of the city-county's seats are presently held by the ruling Fascist Democratic Party and the third by the opposition Liberal Democratic Party.

Nuxenstat is also home to Nuxenstat City Palace, the principal residence of Grand Duke Xenocimedes Radicti as well as the associated Crown offices. Foreign diplomatic missions are found on State's Avenue and Royal Avenue, near the Palace of Parliament.

Geography

Topography

Greater Nuxenstat is situated on a low plateau bordered by the Eastval plain to the east and woodland to the south. The large and navigable Radicti River is the most prominent geographic figure within the city-county, running north to south through the dense urban center. The metropolitan area is extremely flat with elevation deviating by only four meters over the entire span of the district. The elevation is highest along the northern and eastern edges.

Cityscape

Greater Nuxenstat is home to a large number of tall buildings, particularly on the expensive land in the central metropolitan departments. The central business district hosts six of the ten tallest inhabited structures in Radictistan. The Hans Skeyvesant Tower, located in the Riverside department, is the tallest building in Radictistan at 352 meters. Because of its great height the tower is a key transmission site for television and radio stations.

Metropolitan departments

Greater Nuxenstat is comprised of nine Metropolitan Departments.

  • Riverside is one of the city-county's commercial hearts and is also home to many government buildings including all central government ministries and the Palace of Parliament. Riverside has the most skyscrapers of any Nuxenstat department.
  • Kirchehof is a mainly working class district. It contains the Kirchehof blutstat, the largest such slum area in Nuxenstat.
  • Westbarg, at the western end of the city-county, is home to a number of large industrial concerns. Nuxenstat City Airport, Nuxenstat's second airport which serves exclusively general aviation flights, is located in Westbarg.
  • Dukshof, directly across the river from Riverside, is the other main commercial hub.
  • Norkreis is the northernmost metropolitan department, bordering the counties of Westwoodsur and Yestingsur, and is the largest by area. It contains the main airport, Nuxenstat Xenocimedes Radicti International Airport.
  • Ostheim, located to the east of Riverside, is another department housing a considerable industrial presence..

Demography

The official population of Greater Nuxenstat is 17,209,833. This estimate probably underestimates the real total population as residents of the blutstats on the periphery are often left uncounted. An estimated 1.5 million people commute into the metropolitan area each day from residences outside.

Greater Nuxenstat is one of the most racially diverse areas of Radictistan. Whites account for 87.2% of the official population while 4.8% are Arab and 8% are of other races including multiracial persons. The proportion of foreign-born residents is significantly higher than in other, less populated regions. A few residential neighborhoods are dominated by one or a small number of immigrant communities. One of the most prominent is the Hartseh neighborhood dominated by persons of Orlkjestadi descent.

Economy

Greater Nuxenstat is the richest county in Radictistan, with per capita GDP at $21,848. It generates approximately 13% of Radictistan's total output with nominal GDP of approximately $376 billion (FY17). Nuxenstat is the primary location for the fledgling Radictistani finance sector, being home to the Nuxenstat Stock Exchange and the associated brokerage industry as well as all major Radictistani commercial and investment banks including Fromm-Kohler and Lieber-Griffenbach. The well-developed communications and transportation infrastructure of the city-county gives Nuxenstat an overwhelming absolute advantage for financial services. The tens of thousands of civil servants, political leaders, and government contractors who live and work in the city also act as a major economic anchor. Many companies with countrywide operations have their primary headquarters in Nuxenstat, not least to reap the benefits of close proximity to government policymakers. Nuxenstat is the epicenter of the Radictistani media. The state-owned Radictistan Broadcasting Service is headquartered at Broadcasting House in the prestigious Riverside department.

The outer metropolitan departments are home to considerable manufacturing activity, typically of a capital-intensive, high value-added nature. The types of facilities found in Greater Nuxenstat include a semiconductor fabrication plant owned by Capital Semiconductors as well as aerospace plants belonging to Royal Defense Industries and other companies.

Nuxenstat receives a significant number of domestic tourists each year. The top attractions are the city-county's numerous museums as well as the important national sites such as the Palace of Parliament and Nuxenstat City Palace, the chief royal residence.

Transport

As the capital metropolitan area, Greater Nuxenstat has received considerable investment from the national government in order to make its transportation networks a national showcase. It is served by two airports, three train stations and several major road arteries.

Air

The Greater Nuxenstat region is served by Nuxenstat Xenocimedes Radicti International Airport (IATA code NXR), which lies at the northwest corner of the territory. This airport is the busiest passenger thoroughfare in Radictistan. It acts as the primary hub for Royal Radictistan Airways and as a secondary hub for Norcust Aviation. Nuxenstat City Airport is located in the Westbarg Department near the western border of Greater Nuxenstat and is exclusive to general aviation. Nuxenstat Central Air Base is co-located with the airport and shares its runways and air traffic control facilities. The base serves as the headquarters for Air Combat Command and Special Operations Command of the Royal Radictistan Air Force.

Road

Nuxenstat is connected by motorway to the other six County seats. Hartfer is reached by the A10 motorway, Brightburg by the A11, Wussrhas by the A12, Barking by the A13, Ghorma by the A14, and Beschertal by the A15. Most of these thoroughfares enter the metropolitan area with three or four lanes. The six motorways are protected from gunfire as they pass through the city-county's blutstats by large concrete barriers topped with electrified wire.

Rail

The state railway company, Royal Radictistan Railways, operates passenger and freight services to and from Nuxenstat. Nuxenstat is the southern terminus of the Nuxenstat-Hartfer Main Line and the western terminus of the Nuxenstat-Beschertal Main Line, these being the principal passenger arteries of the Radictistani railway network. Consequently, the city-region is home to the country's largest train station, Nuxenstat Central Station, and two other stations, Nuxenstat South Station and the airport station. Other railway lines radiate out to the other major population centers. All rail lines interchanging in Greater Nuxenstat are electrified. This keeps the city-county's air cleaner than it would otherwise be.

Port

Because of its location on the Radicti River, Greater Nuxenstat is thoroughly trafficked by river vessels. The Port of Nuxenstat is the busiest inland port in the country. It mostly handles transshipment of goods coming south from Norcustsur by river or rail but also accepts cargo for use by local industry. The port can accept ships up to Radictimax size.

Public transit

Greater Nuxenstat has a comprehensive system of public transit, all operated by the Nuxenstat Metropolitan Transit Authority. The Nuxenstat Metro is a underground railway network covering the most densely populated central districts of the Greater Nuxenstat area. NMTA also operates public buses and trams which cover almost the entirety of the county, with the exception of the blutstat areas. In addition, NMTA operates heavy rail commuter services between the city center and the airport on Royal Radictistan Railways track. This service is called the Nuxenstat Schnellbahn. All public transit systems under the aegis of the NMTA use the ExpressCard system. This consists of a reusable, stored value smart card of the same name. Passengers can purchase a card at any station and add additional value at a later time. The same card is used on all systems allowing for seamless transfer between different modes of transit.

In general, NMTA vehicles are relatively clean and free of crime. An exception is found on some bus and tram lines which near the more notorious blutstats. Crime against persons and property are frequently reported on those lines. On rare occasions, blutstat gang members will even open fire on public buses and trams. These incidents invite severe police retaliation so only the most bored or desperate gangsters will do so. Security on NMTA services has been tightened since the beginning of the Norcustsur insurgency, with more armed guards at stations and onboard vehicles.

In addition to the NMTA system, many commuters from sorrounding towns and villages use short distance RRR trains on a daily basis.

Education

Tertiary education

As a wealthy and highly populated area, Greater Nuxenstat is host to a number of Radictistan's most prestigious and highly ranked colleges and universities. It is home to the University of Nuxenstat, the premier public university in Radictistan. The university is well-connected to the rich and powerful of the country. Its graduates frequently occupy top positions in government as well as the private sector. Greater Nuxenstat is also home to Nuxenstat Institute of Technology. An NIT degree in the sciences or engineering is one of the most effective at opening doors for graduates seeking work in those fields. Norkreis University is a private university located in the Norkreis Department at the northern edge of Greater Nuxenstat. It contains a prestigious medical school.

Primary and secondary education

Greater Nuxenstat is home to a large number of both state and private schools. Each metropolitan department has an education authority responsible for operating primary and secondary schools within the department. Compared to other regions of Radictistan, Greater Nuxenstat authorities operate more gymnasiums and fewer vocational schools to reflect the city-county's white collar focus. The Nuxenstat state schools are generally regarded highly compared to those in other major cities.

Broadcasting

Broadcasting House, the headquarters and main studio of the Radictistan Broadcasting Service, the national public broadcaster is located in Nuxenstat. Nuxenstat is a principle production point for Radictistani television and radio, both public and private. In addition to national networks, Nuxenstat is served by a large number of local commercial and public broadcasters. Capital Media owns three television and two radio stations in the metropolitan area. Local independent broadcasters include the university-run Polyfunk Nuxenstat, the religious Puissant Word Radio, Nuxenstat Public Radio, and Volkssender FM. The RBS provides a local service in the form of RBS Radio Nuxenstat.

Nuxenstat was one of the first cities within Radictistan to gain digital terrestrial television service. Several local television stations now operate using the DVB-T protocol while the majority of the RBS stations continue to transmit analog signals only. Some state services are now available through DTT on a trial basis.

Film and television

Nuxenstat is a production center for television and film. The Nuxenstat Film Festival is held each spring at the Filmpalast Dukshof in the Dukshof Department.

Newspapers

The Greater Nuxenstat area has three daily newspapers. The Radictistan Times and Nuxenstat Word are the two most read newspapers in Radictistan. The far-right and exceedingly controversial Radictistan Patriotic Daily is also headquartered in Nuxenstat. The University of Nuxenstat puts out a weekly newspaper, the Informer.

Museums and galleries

Nuxenstat is home to a sizeable number of museums and art galleries because of its prosperity and the attention lavished upon it by the national government. The National Museum of History, located south of the main train station, is especially prominent. Among its thousands of exhibits is the yacht which first took the Eastval Party to Radictistan's shores. The Keigentolm Center, owned and operated by the University of Nuxenstat, is a key repositiory of Radictistan's cultural heritage with archives and exhibits pertaining to film, theater, and literature. The Royal Radictistan Air Force Museum is located near Nuxenstat Xenocimedes Radicti International Airport.

Among the most highly regarded art galleries in Nuxenstat is the Vaschenko Gallery in the Dukshof Department which has the largest permanent collection of paintings in Radictistan. The Tower Sculpture Garden has the distinction of being situated on the roof of the Kamfer Building, the third tallest building in Greater Nuxenstat. The Krassner Museum of Art specializes in contemporary modern art.

Performing arts

Because of its wealth and great political importance, Greater Nuxenstat can support a bewildering array of genteel fine arts establishments. The Mueller Center in the Riverside department is home to the Royal Metropolitan Opera as well as the Metropolitan Symphony Orchestra. The Mueller Center seats 5,831 people in its main auditorium. Fleicher Circle, located to the east of the main railway station, is host to a concentration of venues for both musical and traditional theater.

Sport

Greater Nuxenstat is home to the Nuxenstat Feur football club. The club plays at the Westbarg Stadium which seats 82,000 spectators making it the largest sports stadium in Radictistan. The rival Nuxenstat Kraft plays at the 63,000 seat Norkreis Kraft stadium. Both teams play in Prima League, the highest level of professional football in Radictistan. The Nuxenstat Feur is the top-ranked Radictistani football club by number of league championships. Nuxenstat is also home to a professional ice hockey team, the Nuxenstat Ritter, which plays in the Dukshof Department.

Parks and recreation

The Greater Nuxenstat Department of Parks is responsible for the upkeep of Greater Nuxenstat's ten public parks. With a total area of 338 hectares (3.38 km2), Adler Park is the largest. The system as a whole encompasses 1,372 hectares (13.72 km2). Nuxenstat is also home to the National Zoo, one of the largest in Radictistan housing 640 species on 73 hectares of land.
