The Comprehensive Agreement for the Restoration of Peace in Lemovica, commonly referred to as the Alikianos Accords (Lemovician: Алікянос акордіоак, Alikjanos akordioak, Miersan: Porozumienia z Alikjanos, Piraese: Συμφωνίες Αλικιανών, Symfoníes Alikianón) was an agreement reached in the Piraean capital city of Alikianos between the Lemovician government, the opposition forces, and the Miersan separatists in June 1992, which ended the 12-year long Lemovician Civil War.

The agreement divided Lemovicia into two constituent entities, based on the front lines as it stood at the time of the March ceasefire.

Negotiation

While proposals for peace between the three sides have been present from nearly the beginning of the Lemovician Civil War, pressure began intensifying in the late 1980s and early 1990s, particularly as the Lemovician government, which had refused efforts to negotiate, became more financially precarious. By 1991, war-weariness from the Lemovician population over the length of the civil war, combined with the near-bankruptcy of the Lemovician state, as well as international pressure finally reached a head, and discussions began in December of that year.

On 25 March, 1992, a ceasefire was declared, with all three sides agreeing to negotiations in the Piraean capital of Alikianos, as the location was acceptable among the separatists, the opposition forces, and the Lemovician State.

Over the next several months, the three parties negotiated an agreement which would make Lemovicia a federal state with two constituent entities based on the front line between government and separatist-opposition forces, which established a transitional government comprised of Saroi Garnica, Otxote Sasiambarrena, and Izydor Domzalski until a new constitution can be drafted to replace the 1979 constitution.

Thus, after all the details were hammered out, the agreement was signed on 22 June, 1992 by Saroi Garnica, Otxote Sasiambarrena, and Izydor Domzalski, with the agreement witnessed by (TBD), (TBD), (TBD), and (TBC), ending the Lemovician Civil War.

Content

The Alikianos Accords divided Lemovicia into two constituent entities, based on the location of the front lines at the time of the March ceasefire. These constituent entities would maintain "most of the powers that they already have," subject to the implementation of a new constitution.

The new constitution was required to recognize the existence of the constituent entities and their powers: as well, the military forces of all three sides were to be disbanded. As well, the constitution required the establishment of a collective leadership comprised of four individuals, of which two must come from the Lemovician community, and two from the Miersan community.

Finally, a Community of Nations peacekeeping mission will be deployed for a minimum of six years to monitor the implementation of the Alikianos Accords.
