Provinces are the first-level administrative division in Carloso. Provinces are divided into circuits, the number of which are vary hugely. For example, the province of Tascay has 19 circuits, while Cadena Islands has one at-large circuit. Traditionally, provinces are divided between twenty 'regular' provinces and four metropolitan ones; the provinces of Madrigal, Secano, Toro and Ebon, though in actuality there is no difference in the powers afforded to them. Each province has a unicameral a legislative assembly and is governed by a provincial or metropolitan council, headed by a Chief Minister.

While de jure Carloso is a federal state, in reality the central government in Madrigal, as well as the National Assembly, ultimately has final say in the administration of the provinces, though generally allow the Provincial Councils to get on with the day-to-day running of services that have been devolved to them as set out in law. On foot of approval from the National Assembly, the President of Carloso has reserve powers to dismiss the government of a province and appoint a commissioner to directly administer the province should he reasonably believe the province is being misgoverned.
